Mounds View Charter Commission Page Two <br /> October 10, 1991 <br /> the nucleus of a committee which wrote the Charter and <br /> succeeded in having it placed on the ballot for elections The <br /> Charter was passed in 1979 . <br /> Commission members expressed appreciation for Mr. Doty's <br /> presentation and responses to their questions concerning <br /> development, passage and operation of the Charter. <br /> V. New Business <br /> a) Secretary J. Kavanaugh reminded the committee <br /> that Minnesota Statute 410 .5 requires that the <br /> Commission file an annual report of the <br /> Commission's activities with the Chief Judge <br /> of the Ramsey County District Court. <br /> Discussion: A question was raised concerning <br /> whether the report could be prepared at this <br /> time or should be delayed until the end of <br /> 1991 . B. Toborg suggested that the report be <br /> delayed until the end of the year in the event <br /> it was necessary for the Commission to meet <br /> again to consider additional business . J. <br /> Linke agree, informing the committee that the <br /> City Council may be requesting that the <br /> Commission meet again. Due to City budget <br /> constraints, the Council may request that the <br /> Commission review the Charter requirement that <br /> the City publish a newsletter six times each <br /> year. Reducing the newsletter from six issues <br /> to 4 issues each year would save the City <br /> approximately $6,000 . The Council may also <br /> ask the Commission to review the Charter <br /> requirement that City Codes be reviewed every <br /> 5 years. Atthis time,_ theCitydoesnothave <br /> sufficient funds to complete this type of <br /> review. <br /> Motion by J. Linke, seconded by R. Toborg that <br /> preparation of the annual report be delayed <br /> until the end of the year. Passed <br /> unanimously. <br /> Chairman Burgers directed that Secretary <br /> Kavanaugh prepare the report in December when <br /> it becomes apparent there will be no <br /> additional meetings . <br />
