Related parts to the larger picture (Step 2) <br /> A. review Council 's and Kennedy's discussion relative <br /> to the charter as a whole. <br /> 1 . first time through - adopt those where there is <br /> concensus on the concept <br /> 2. go back to those areas where further discussion <br /> is necessary to reach agreement <br /> 3. reach agreement on concepts or goals of all sections <br /> 4. agreement in the end is by majority rule <br /> III .
