Page 6 <br />• August 12, 1996 <br />Mounds View City Council <br />have been sent to the owner, and letters dated June 7, 1996 and July 30, 1996 warn him that if the <br />violations were not corrected, the City Council would consider abating the property. The violations have <br />not been remedied. <br />Mayor Linke stated he did receive a letter dated August 10, 1996 in regard to the abatement proceedings. <br />He proceeded to read the letter which was from a family residing near the subject property. <br />Terry Kemp, 2878 County Road I and Christopher Pearson, 7685 Knollwood Drive were present to discuss <br />this issue. Mr. Pearson stated he just returned home from college and has not been aware of what has <br />transpired within the past three years. He explained that one vehicle has been removed from the property, <br />two vehicles in the front belong to the neighbor -one of which has been removed and the other he is trying <br />to start so it can also be moved. They have been busy trying to get the yard cleaned up and he would like <br />the Council to give him two more weeks to continue cleaning up the property before beginning abatement. <br />Ms. Trude stated her concern as to how much time the city has to invest in the property before some action <br />is finally taken. <br />Ms. Pruitt explained how the abatement process works. <br />• Mr. Pearson stated he feels about 50% of the clean up has been completed. Many of the vehicle parts will <br />be removed with the vehicles. <br />Ms. Hankner stated this process has been going on for two years. The codes were meant to be enforced <br />and she would have to support staff s recommendation that the property be abated, <br />MOTION/SECOND: Hankner/Quick to approve Resolution No. 4985, Recommending Abating 7685 <br />Knollwood Drive. <br />Mr. Quick stated the letters dated June 7, and July 30, 1996 outlined all the violations and the corrective <br />action that needed to be taken. Therefore, he voted in support of Ms. Hankner's motion. <br />VOTE: 5 ayes 0 nays Motion Carried <br />Mayor Linke explained that it would be beneficial for the resident to get as much cleaned from the <br />property as possible prior to the time a contractor comes out to the property as it will lessen his costs. <br />C. Consideration of Purchase Offer to Chester Glisan, 4943 Old Highway 8. <br />Mr. Ulrich, Fubiic Works Director, explained that the feasibility report for the Reconstruction of Old <br />Highway 8 states that it would be in the best interest of the project to purchase the property at 4943 Old <br />Highway 8. The city contracted with Evergreen Land Services to work with them on this issue. An <br />appraisal was completed which came in at $70,000. <br />Mr. GIisan stated he had an appraisal of the property which came in at $73,000. <br />Mayor Linke stated at this time, Council is authorizing staff to present an offer in the amount of the <br />appraisal they received. <br />
