Page 5 <br />August 12, 1996 <br />Mounds View City Council <br />Mayor Linke closed the Public Hearing at 7:30 p.m. <br />Public Hearing Regarding the Sale of the Off-Sale Liquor License to James Karels, Murzyn Liquors, <br />2840 Highway 10. <br />Mayor Linke opened the Public Hearing at 7:31 p.m. <br />Mr. Whiting explained that this Public Hearing was tabled at the last meeting and it is now ready for <br />approval. <br />Mayor Linke closed the Public Hearing at 7:32 p.m. <br />MOTION/SECOND: Trude/Hankner to approve the Sale of the Off-Sale Liquor License to James Karels, <br />2840 Highway 10. <br />VOTE: 5 ayes 0 nays Motion Carried <br />COUNCIL BUSINESS: <br />• A. Consideration of Adoption of Ordinance No. 587, an Ordinance Amending Title 1100 by Adding <br />a New Chapter 1126 Establishing a 180 Day Moratorium on New Use, Development or Construction <br />of Commercial Wireless Telecommunication Towers and Antennas Within the City of Mounds View. <br />Ms. Pam Sheldon, Community Development Director, explained that this Ordinance was introduced at the <br />last City Council Meeting and staff is recommending adoption of this Ordinance. <br />MOTION/SECOND: Hankner/Quick to Approve the Adoption of Ordinance No. 587, an Ordinance <br />Amending Title 1100 by Adding a New Chapter 1126 Establishing at 180 Day Moratorium on New Use, <br />Development or Construction of Commercial Wireless Telecommunication Towers and Antennas Within <br />the City of Mounds View, and to waive the reading thereof. <br />ROLL CALL VOTE: <br />Mayor Linke yes <br />Council member Trude yes <br />Council member Blanchard yes <br />Council member Hankner yes <br />Council member Quick yes <br />B. Discussion of Nuisance Abatement of 7685 Knollwood Drive, Mounds View. <br />Ms. Joyce Pruitt, Planning Associate, presented photographs showing violations for the property at 7685 <br />Knollwood Drive. She explained that staff has been working with this property since August 1, 1994. An <br />administrative offense for junk and debris and junked vehicles was issued on October 11, 1995. The <br />violations remained and the A. O. was unpaid and the owner failed to contact the city. Therefore a citation <br />was issued and the owner failed to appear in court so a warrant was issued for his arrest: Numerous letters <br />
