The commission also felt perhaps the space could be <br />used for Senior's activities during the Winter, for some small-scale Christmas Parties on a rental basis, <br />(could "No Smoking/Alcohol" be changed for rental?) and fund-raisers such as pancake breakfasts, etc. <br />Ms. Hankner stated she felt anything that is proposed for the facility should be checked to make sure that it <br />complies with the fire code. She stated she feels serious thought needs to be given to consider the costs <br />versus the benefts and furthermore that the fees cover all of the expenditures. <br />Mr. Whiting stated as he understands it, the costs are contained within the programs as they currently stand <br />and he feels the same situation could exist over at the Bel Rae until the council decides differently. <br />Ms. Starr stated she feels the Park & Recreation Commission also feels that the city needs to have <br />programs that are able to pay for themselves and would likely commit to that for the facility as well. She <br />feels the building should not stand vacant and should be used to some degree. <br />Ms. Hankner stated the city currently has a capital investment for the property of almost $750,000 that is <br />not being incorporated into the fees. The property was taken off the tax roles so at this time it is not even <br />generating any income to help to defray those costs. <br />Mayor Linke noted that these types of costs are not incorporated into the fees for any of the other city <br />properties either. <br />Ms. Hankner commented that the city has not purchased any of the other properties with tax dollars. <br />Ms. Bennett recommended that one additional paragraph be added to Resolution No. 4992 before <br />consideration. She proceeded to read the resolution, noting the following change: <br />"WHEREAS, any additional programs added must be reviewed by the Fire Department and <br />Administration Department and a review of it made as to the cost versus the benefit for use of the <br />building." <br />MOTION/SECOND: Linke/Trude to approve Resolution No. 4992, Resolution Authorizing the Use of the <br />Bel-Rae Facility for Fall Recreation Programming on an Interim Basis. <br />Ms. Hankner stated she opposes Resolution No. 4992, as no one has taken the time to consider all of the <br />physical ramifications. <br />MOTION/SECOND: Quick/Hankner to table consideration of Resolution No. 4992 until the next Council <br />meeting, allowing staff to generate some numbers to consider. <br />VOTE: 2 ayes 3 nays (Linke, Trude, Blanchard) Motion FAILED <br />Mayor Linke explained that these events must be published in the newsletter that is currently being put <br />together and being distributed in the next two to three weeks, therefore there is not adequate time to allow <br />for this. <br />• <br />
