August 12, 1996 <br />Mounds View City Council <br />Ms. Blanchard stated she feels Council has been working actively to come up with some sort of plan but <br />whenever they. come up with a plan for something, Ms. Hankner tries to "shoot it down". <br />VOTE on 1st Motion (Linke/Trade to approve Resolution No. 4992): <br />3 ayes 2 nays (Hankner/Quick) Motion CARRIED <br />E. Consideration of Resolution No. 4993, Authorizing the Rental of the Bel Rae Facility for Select <br />Events to Private Users on an Interim Basis. <br />Ms. Bennett explained that at the August 5, 1996 Work Session, Council directed staff to prepare a <br />resolution outlining the rental of the Bel Rae facility for private use on an interim basis. When a private <br />group is interested in renting the facility, the following stipulations are proposed: no smoking, no alcohol, <br />user must provide Proof of Insurance, User must sign a rental contract for the building. She noted the <br />proposed rates for the use of the building (these were put together based on an evaluation of what other <br />communities centers in the area charge for the use of their banquet rooms). <br />Mr. Quick asked if the damage deposits ($300/$400) were typical of other municipalities. He felt it was <br />far too low. <br />. Ms. Bennett explained that the damage deposits were based upon the rental amount, and the deposits are <br />refundable if no damage is done. <br />Ms. Trade asked if the city could develop a policy in the event that someone would want to lease the <br />facility with the use of alcohol. It would have to be a separate type of contract with a higher damage <br />deposit. However, she hates to see the damage deposits get so high that the church groups and social . <br />organizations who might otherwise want to use the facility are unable to do so. <br />Mr. Quick noted one alternative would be to require that the renter provide the city with a major credit <br />card number as a form of security for damages. <br />Mayor Linke suggested that this item be tabled until the next Council meeting to allow staff to come up <br />with some additional information. <br />MOTION/SECOND: Linke/Trade to table Item E until the August 26, 1996 City Council Meeting. <br />VOTE: 5 ayes 0 nays Motion Carried <br />Duane McCarty, 8060 Long Lake Road, stated he would like to follow up on some concerns expressed by <br />Ms. Hankner. When deciding on costs for the use of the facility, he would like to see the insurance cost <br />estimates, utilities -heat, electricity, water, etc., the depreciation on assets, the return on the investment and <br />what they are estimated to be. He noted also that some credit cards have lower limits, and if damages <br />exceed the credit card limit, the city could still have problems recouping those costs from the renter. <br />F.
