Section 12 . 12 Pending Condemnations and Assessments. Any <br /> condemnation or assessment proceeding in progress when this Charter <br /> takes effect are continued and completed under the laws under which <br /> they were begun. All assessments made by the City prior to the <br /> time when this Charter takes effect must be collected, and the lien <br /> enforced in the same manner as if this Charter had not been <br /> adopted. <br /> Section 12 . 13 Ordinances to Make Charter Effective. The <br /> Council must, by ordinance, resolution, or other appropriate <br /> action, make such regulations as may be necessary to carry out and <br /> make effective the provisions of this Charter. <br /> Section 12 . 14 Effective Date. This Charter becomes <br /> effective January 1, 1980 or thirty days after adoption, whichever <br /> comes later. <br /> [95-1]20 <br />
