Olson, Chair
Mounds View Charter Commission
2663 Lake Court Circle
Mounds View, MN 55112
Dear Julie:
Enclosed please find are responses to the Charter Commission's letter of October 14, 1999. City
Attorney Long prepared the responses to the questions listed in that letter. I have attempted to correlate
the information to your question number. I hope you find this information of help.
40 As you may have seen on Monday evening, the Council addressed your letter. The majority moved to
address the original Council questions by seeking a declaratory judgment on the matters outlined in my
letter to you of August 12, 1999.
In addressing this process afterwards, Bob Long discussed with me the option of meeting with the
Charter Commission to see if any agreement can be reached on the issues in question. Recognizing you
have not had your questions addressed, perhaps you can consider this. Since this is not how the City
Council left matters on Monday.I am bringing it up as an option for their support at their work session
November 1. If I understand correctly, the next Charter Commission meeting is scheduled for
November 11, Veteran's Day. While I cannot advise conducting a public meeting on a legal holiday. if
you feel our presence and some discussion on the issues would be beneficial, please let me know. If the
meeting is rescheduled due to the holiday, please let me know of that as well. I have enclosed a letter
• from Bob Long to me and forwarded to the City Council on this matter. I have also enclosed additional
documents from Bob he has referenced at his office on past Charter questions the Charter Commission
considered in the past. You may find these of assistance.
There were also comments made regarding the Charter budget suggesting me Commission Nva.
budget in the one Charter line account. While this is correct, it is clear from review of the bills that the
expenses attributed to this line are almost entirely due to the City's legal expenses in addressing Charter
questions, not due to any Charter Commission actions. 1 expect this will be noted at the next Council
meeting. Copy costs however have not been submitted. If you can let me know how many copies you
can account for we will note it. I do not suspect it is a budget-breaking figure.
•
2401 Highway 10 • Mounds View, MN 55112-1499 -
it4411"Te MINI Website address: http://tctreenet.org/iplcity/mounosview
;SOY INK:,,,
Equal Opportunity Employer recvcier.
