• Page 2 <br />March 24, 1997 <br />Mounds View City Council <br />Council member Koopmeiners stated he would take responsibility for seconding Mr. Stigney's motion. <br />Furthermore, the amendment recommended by Mr. Koopmeiners will be noted as an accepted friendly <br />amendment. <br />Page 3, Line 1 should therefore be changed to read, "MOTION/SECOND: Stigney/Koopmeiners to postpone <br />hiring for the Recreation Program Supervisor position until such time as the Council has had an opportunity to <br />review and discuss the Personnel Policy and to authorize staff to hire a temporary person for a period of three <br />months". <br />Council member Trude noted a correction to Page 4, Line 33. This should be changed to read as follows: <br />"Council member Trude noted that children who are tagged for smoking are akeady required to perform <br />community service hours. However, the Police Department has many other pressing matters to attend to". <br />MOTION/SECOND: Quick/Koopmeiners to Approve the Minutes of the March 10, 1997 City Council <br />meeting AS AMENDED. <br />VOTE: 5 ayes 0 nays Motion Carried <br />ACCEPTANCE OF ADVISORY COMMISSION MINUTES: <br />• There were no Advisory Commission Minutes for consideration. <br />SPECIAL ORDER OF BUSINESS: <br />A. A Proclamation Declaring April 6 -12,1997 as International Building Safety Week for 1997. <br />Ms. Sheldon, Director of Community Development noted that this proclamation is to recognize the importance <br />of the building plan review and building permit process in maintaining safe construction for both the <br />community and individuals. She proceeded to read the Proclamation. <br />MOTION/SECOND: Quick/Stigney to Adopt the Proclamation, Declaring Apri16 - 12, 1997 as International <br />Building Safety Week 1997. <br />VOTE: 5 ayes 0 nays Motion Carried <br />CONSENT AGENDA: <br />MOTION/SECOND: Trude/Koopmeiners to approve the Consent Agenda as presented in the Agenda. <br />Council member Stigney noted that there were two items on the Consent Agenda for Step Adjustments for two <br />employees. He noted the basis the city uses for establishing the compensation policy is based on group five <br />cities rather than six and he would like this matter discussed at the next Council work session. <br />VOTE: 5 ayes 0 nays Motion Carried <br />RESIDENTS REQUESTS AND COMMENTS FROM THE FLOOR: <br />• <br />
