• Page 4 <br />March 24, 1997 <br />Mounds View City Council <br />Mayor McCarty closed the Public Hearing at 7:28 p.m. <br />Carol Muellner, Property Manager of Colonial Village, stated since the Conditional Use Permit was granted, <br />only three new homes have been put in. Therefore, she does not see this as a problem for the residents on <br />Quincy Street. <br />MOTION/SECOND: Koopmeiners/Quick to Confirm the Conditional Use Permit Issued for On-Site Mobile <br />Home Sales at 2075 Rustad Lane, with the same stipulations, based on the one-year review as required by the <br />permit. <br />ROLL CALL VOTE: <br />Mayor McCarty aye <br />Council member Koopmeiners aye <br />Council member Trude aye <br />Council member Quick aye <br />Council member Stigney aye <br />Motion Carried (5 - 0) <br />COUNCIL BUSINESS: <br />A. Requesting Approval to transfer $3,490 from Cable Franchise Fund to 1997 Cable TV Fund for the <br />upgrade of audio system for televising City Council Work Sessions. <br />Mary Saarion, Director of Parks, Recreation and Forestry, explained that the set up of the Council Chambers <br />does not provide an adequate audio system to allow for the televising of the Council Work Sessions. Three <br />companies were contacted, but only one company, Blumberg Communications was able to come in. The other <br />two companies indicated a two to three month delay. Blumberg Communications put in the existing <br />microphone system in the Council Chambers and did the cabling as well. They submitted a proposal which <br />includes the equipment and installation. Ms. Saarion noted that the Cable TV Commission had requested <br />some additional equipment to further assist in televising the city meetings and programs. She proceeded to go <br />through the additional requests. She noted that funds are available in the Cable TV Franchise fund. <br />Council member Stigney wondered if the city should consider looking at an Eight Input Mixer if they are going <br />to update their technology. He noted that he feels some of the equipment could also be obtained at a lesser <br />cost. Ms. Saarion noted that Blumberg Communications was available to come out immediately and upgrade <br />the system, whereas the other companies indicated a 2 - 3 month delay. <br />Council member Trude stated she feels the P.A. system in the Council Chamber should also be evaluated at the <br />same time as the other upgrades. It was the general consensus of the Council that some of the options be <br />looked at more closely and discussed with Patrick Toth to be reviewed again at the next Council meeting. <br />D. Consideration of a minor subdivision (lot split) for Carol Hoopingarner at 8344 Groveland Road. <br />Mr. Ericson explained that this applicant was requesting approval of a minor subdivision to split her property <br />into two lots. He noted that the applicant has submitted the required documents (with one minor change <br />required) and staff is recommending approval of the subdivision. <br />
