• Page 5 <br />March 24, 1997 <br />Mounds View City Council <br />MOTION/SECOND: Quick/Trude to Approve Resolution No. 5096, Approving a Minor Subdivision for <br />Carol Hoopingarner, Owner of Real Property Located at 8344 Groveland Road. <br />VOTE: 5 ayes 0 nays Motion Carried <br />E. Consideration of a development Review and wetland alteration permit for ZEP Manufacturing at <br />8490 Coral Sea Street. <br />Mr. Ericson explained that Benson-Orth Associates has applied for a development review and wetland <br />alteration permit to allow for the construction of a 22,300 square foot branch sales office and warehouse on <br />Coral Sea Street. The building would consist of 5,950 square feet of office space (2,500 square feet of <br />mezzanine space) and 19,320 square feet of warehouse space. The property is currently zoned I-1 which <br />allows for this use. The parcel is undeveloped with the western edge of the properly in wetland. There is an <br />additional small wetland in the northeast corner of the site. Mr. Ericson noted that this project meets all the <br />setback requirements. The Planning Commission and staff recommend approval of Resolution 5097, <br />approving the development Review for ZEP Manufacturing with stipulations. Staff also recommends approval <br />of Resolution No. 5103, a resolution approving the Wetland Alteration Permit for this project with stipulations. <br />MOTION/SECOND: Trude/Koopmeiners to Approve Resolution No. 5097, Approving the Development <br />• Review for Benson-Orth Associates, Representing ZEP Manufacturing and to Approve Resolution No. 5103, <br />Approving a Wetland Alteration Permit for Benson-Orth Associates, Representing ZEP Manufacturing. <br />VOTE: 5 ayes 0 nays Motion Carried <br />B. Introduction for First Reading of Ordinance No. 594, An Ordinance Amending Chapter 606-607 <br />and 1005 of the Mounds View Municipal Code related to the requirement to mow tall grasses and <br />creating an exemption for wetland and native vegetation. <br />Ms. Sheldon explained that this ordinance would make some modifications to the city's requirement that tall <br />grasses over eight inches be mowed (Nuisance Code). She noted that at the February 24, 1997 Council <br />meeting, some concern was raised over one of the exemptions to the requirements to mow (#3). <br />It was felt at that time that native vegetation on individual lots may spread to neighboring lots and cause <br />problems. At that time, the Council asked staff to back to the Planning Commission to discuss it fiuther and <br />determine if some type of modification should be made. The Planning Commission recommended a modified <br />version of exemption #3, which Ms. Sheldon proceeded to read to the Council. The other option (#2) would <br />be to drop Item #3 altogether. <br />MOTION/SECOND: Quick/Trude to approve the introduction of Ordinance No. 594, An Ordinance <br />Amending Chapters 606, 607 and 1005 of the Mounds View Municipal Code Related to the Requirements to <br />Mow Tall Grasses and Creating an Exemption for Wetland and Native Vegetation, Option #1, and to waive <br />the reading. <br />ROLL CALL VOTE: <br />Mayor McCarty aye <br />Council member Trude aye <br />Council member Stigney aye <br />
