Introduction of Ordinance 597, Adopting the 1996 Long Term Financial Plan. <br />MOTION/SECOND: KoopmeinerslQuick to Approve the Introduction of Ordinance No. 597, Adopting the <br />1996 Long Term Financial Plan and to Waive the Reading. <br />ROLL CALL VOTE: <br />Mayor McCarty aye <br />Council member Stigney aye <br />Council member Quick aye <br />Council member Trude aye <br />Council member Koopmeiners aye <br />Motion Carried (5 - 0) <br />REPORTS• <br />Report of Council members: <br />Trude: Ms. Trude reported that she had met with State Representative last week to stay posted on <br />proposals for property tax reform and noting a reduction in property tax rates on renters and also on <br />commercial properties. She is concerned that this could mean a reduction in covering the costs of city services <br />and wondered if the financial consultant should assess Mounds View's situation should this occur. <br />She noted that this would shift a burden onto the homeowners to produce the same tax dollars <br />Koopmeiners: No report. <br />Sti~ev: No report. <br />puick: No report. <br />Report of Mayor McCarty: No report. <br />Report of Clerk Administrator: Mr. Whiting noted that the Council retreat went well. He provided a <br />copy of the information which was distributed door-to-door in regard to the Bel Rae Advisory Election to be <br />held on Apri15, 1997. He noted that ballots will be mailed out to all registered voters in the community which <br />will be the election form. These can be mailed back in. He noted that a meeting is being held at the Bel Rae on <br />Wednesday, March 26th at 7:00 p.m. to review the proposed concept for the election. He noted that he will <br />need to prepare a summary of the expenses and revenues produced if the city should build the gymnasium <br />which will be available on Wednesday evening. <br />Mayor McCarty noted that he has been asked many questions within the past few days about what should be <br />done with the Bel Rae. He took this opportunity to provide information as well as share a story which was <br />shared with him by a young lady who turned her life around after people who were using the Bel Rae <br />Community Center very actively reached out to her. <br />MOTION/SECOND: McCarty/Trude to collectively join in supporting the acquisition, remodeling and <br />operation of the Bel Rae Balkoom as our new Community Center. <br />
