The new language inserted into Section 3.07 basically follows the same language set forth in Minn. Stat. § 412.191, subd. 4,which is applicable to statutory cities. Every ordinance adopted by the Council shall be signed by the Mayor, and attested to, filed and preserved by the Clerk-Administrator. Every ordinance shall be published at least once in the official newspaper as soon as practicable and shall be preceded by a summary of its contents. In the case of lengthy ordinances or ordinances which include charts or ma•s if the Council determines that •ublication of the title and a summa of an ordinance would clearl inform the •ublic of the intent and effect of the ordinance,the Council may by a four-fifths vote of its members direct that onl the title of the ordinance and a summa be •ublish• • . ith notice that a •rinted _ i co• of the ordin.nce is available for ins•ection b an I erson durin' re'ular office hours at the office of the Clerk-Administrator and an other location which the Council desi'nates. A co• •f the entire text of the ordinance shall be •osted in the communi libra if there is one or if not in an other •ublic location which the Council desi'nates. Prior to the •ublication of the title and summa the Council shall a• •rove the text of the summa and determine that it clearly informs the public of the intent and effect of the ordinance. The •ublishin' of the title and summa shall be deemed to fulfill all le'al •ublication re•uirements as com•letel as if the entire ordinance had been •ublished. The text of the summa shall be •ublished in a bod._._•e no smaller than brevier or ei.ht-•oint •e. Proof of the publication shall be attached to and filed with the ordinance. To the extent and in the manner provided by law, an ordinance may incorporate by reference the following published S material, or part thereof,without publishing the material in full: (a) state laws, (b) state administrative rules or regulations, (c) state or municipal codes, or(d)municipal ordinances.
