.ii CHAPTER 3 <br /> COUNCIL PROCEDURE <br /> * * * <br /> Section 3.07. Signing, and Publication of Ordinances. Every ordinance adopted by the <br /> Council shall be signed by the Mayor, and attested to, filed and preserved by the <br /> Clerk-Administrator. Every ordinance shall be published at least once in the official newspaper as <br /> soon as practicable and shall be preceded by a summary of its contents. In the case of lengthy <br /> ordinances, or ordinances which include charts or maps,if the Council determines that <br /> •ublication of the title and a summa of an ordinance would clear' inform the •ublic of the <br /> intent and effect of the ordinance,the Council may by a four-fifths vote of its members direct <br /> that onl the title of the ordinance and a summa be •ubli hed with notice that a •rinted <br /> co• of the ordinance is available for ins•ection b an •erson durin' re'ular office hours at <br /> the office of the Clerk-Administrator and any other location which the Council designates. A <br /> co• of the entire text of the ordinan • shall be •o ed in the communi libra if there is <br /> one or if not in an other •ublic location which the Council desi'nates. Prior to the <br /> •ublication of the title and summa the Council shall a• •rove the text of the summa and <br /> determine that it clearly informs the public of the intent and effect of the ordinance. The <br /> •ublishin• of the title and summa shall ,e deemed to fulfill all le'al •ublication <br /> requirements as completely as if the entire ordinance had been published. The text of the <br /> summa shall be •ublished in a bod •e no smaller than brevier or ei'ht-o oint •e. Proof <br /> of the publication shall be attached to and filed with the ordinance.
