4110 <br /> Mission Statement for Mounds View Charter Commission <br /> The prime purpose of the Mounds View Charter Commission <br /> should be to serve as a watchdog over city council <br /> actions to: <br /> * see that charter provisions are being interpreted <br /> in the spirit of being in the interest of the citizens <br /> of Mounds View (example: quarterly reports by department <br /> heads) . <br /> *look for weaknesses in the charter provisions i .e. the <br /> present state law forbids the citizens from voting on <br /> council "resolutions" For large financial commitments, <br /> taxpayers may want to vote on such issues and should <br /> have the option to do so. Ways should be sought to give <br /> them this option. This should be a top priority for the <br /> Charter Commission! <br /> Also as part of its Charter-housekeeping function,the <br /> Commission should identify any provisions that are <br /> affected by changes in state or federal law. For this, <br /> it would not necessarily be desirable to make modifications <br /> to the Charter but rather make explanatory addendums for <br /> the benefit of clarity for residents. <br /> William Werner <br /> 1-29-02 <br />
