Page 3 <br />May 12, 1997 <br />Mounds View City Council <br />Council member Stigney stated it is his understanding that the purpose of these services are to help resolve <br />personnel issues which were part of a 1996 survey. He feels that many of the issues have been addressed and <br />that it is now just a matter of communication. He would suggest holding off hiring outside Personnel <br />Consultants until such time as the council has conducted all meetings with the department heads. <br />Mayor McCarty stated he feels that the issues of concern are day to day issues that are not covered by the <br />council work sessions and department head meetings. This was a budgeted expense and he feels it is necessary <br />to get city staff working to the best of their ability and with the most efficiency. <br />MOTION/SECOND: Quick/Trude to approve Item 8(B), Approve Personnel Consultant Services with <br />Leadership of the Twin Cities. <br />William Werner, 2765 Sherwood Road, stated he does not feel this is a matter of $4,700., but rather a matter of <br />philosophy of how a staff is run. <br />Mayor McCarty stated he feels this is a good operational tool to get staff operating to the best of their ability <br />and to the best advantage of the community. <br />VOTE: 3 ayes 2 nays (Stigney/Koopmeiners) Motion Carried <br />RESIDENTS REQUESTS AND COMMENTS FROM THE FLOOR: <br />S Mayor McCarty noted that this is the period of time for residents to address the Council with comments or <br />concerns on items that are not on the Agenda. There were no questions or comments from the public. <br />PUBLIC HEARINGS⢠<br />Public Hearing and Consideration of Resolution No. 5104, Adopting a Comprehensive Plan <br />Amendment from Medium Density Residential to Mined Uae PUD for Commercial Uses on the O'Neil <br />Property, 2430 Highway 10. <br />Public Hearing on Ordinance No. 598, Approving a Rezoning from B-1 and R-2 Planned Unit <br />Development (PUD), and on Resolution No. 5119 Approving a General Concept Plan, to Allow <br />Development of Commercial Uses on the O'Neil Property, 2430 Highway 10. <br />Mayor McCarty opened the Public Hearing at 7:43 p.m. <br />Ms. Pam Sheldon, Community Development Director, explained that this Public Hearing was to consider a <br />request from Anthony Properties Management, Inc. for an amendment to the Mounds View Comprehensive <br />Plan, rezoning of the property from B-1 and R-2 to Planned Unit Development, and approval of a General <br />Concept Plan of the proposed development at 2430 Highway 10. <br />Ms. Sheldon noted that the current Comp Plan designation on the property is medium density residential. The <br />request is to change the designation to two mixed use designations -one for higher density and one for lower <br />density. Ordinance No. 598 would approve the rezoning of property at 2430 Highway 10 from B-1 and R-2 <br />to Planned Unit Development (PUD)(Mixed Use) to allow for the development of a 16-screen movie theater, <br />three 11,000 square foot office buildings and two restaurant sites. <br />
