Page 4 <br />June 9, 1997 <br />Mounds View City Council <br />scheduled for Monday, June 23 at 5:30 p.m. to brief the committee and residents on details of the contract. <br />Mr. Long was asked to prepare a synopsis of the contract for the citizen committee. <br />MOTION/SECOND: Stigney/Koopmeiners to postpone consideration of Resolution No. 5133, Approving a <br />Redevelopment Contract between the City of Mounds View and V.B. Digs, authorizing the Mayor and City <br />Clerk Administrator to execute the contract on behalf of the city. <br />VOTE: 5 ayes 0 nays Motion Carried <br />C. Super Rink Master Agreement -First Amendment. <br />Mr. Whiting explained that this is the first amendment to the original master agreement for the quad ice rink <br />project in Blaine. This will change the architectural design and cost. <br />Mayor McCarty stated that one of the amendments is to increase the concession revenues in order to meet the <br />needs of the increased locker area that was recommended by the architect. He wondered on what basis they <br />anticipate the increased revenues. Mr. Whiting stated he believes the architect increased the actual concession <br />area and is providing for more concessions. <br />Mayor McCarty stated he always understood that Anoka County would be selling the bonds, however on the <br />• First Amendment to the Master Agreement, it states that neither Anoka County nor the Anoka County Housing <br />and Redevelopment Authority shall have any obligation to provide bond financing, including issuing bonds or <br />providing for the disbursement of proceeds of the bonds, ... . <br />Attorney Long stated this provision basically gives Anoka County or the Anoka County Housing & <br />Redevelopment Authority the option of making the decision without incurring liability. <br />MOTION/SECOND: Quick/Koopmeiners to approve the First Amendment to the Master Agreement. <br />VOTE: 5 ayes 0 nays Motion Carried <br />D. Resolution No. 5134, on City of Mounds View's Position Regarding a County Jail in Shoreview <br />Mayor McCarty stated he attended the meeting at Shoreview Last week where Ramsey County Commissioner <br />Tony Bennett was present and discussed the county's interest in including Shoreview as a considered site for a <br />county jail facility. At that meeting, the Shoreview City Council adopted a resolution in opposition, and Mayor <br />McCarty stated he would bring back a suggestion to the Mounds View City Council that they support <br />Shoreview's position on this matter. The basis for the opposition is that it would be far more cost effective to <br />construct a new jail facility in downtown St. Paul as close as possible to the courthouse. <br />MOTION/SECOND: McCarty/Quick to direct staff to draft a resolution of support to the City of Shoreview in <br />opposing the I-694/Rice Street area as a potential site for a jail addition. <br />VOTE: 5 ayes 0 nays Motion Carried <br />REPORTS• <br />• l~,enort of Council members: <br />
