Page 3 <br />June 9, 1997 <br />Mounds View City Council <br />Council member Trude stated she was not clear on the differences between Options 3 & 4. Mr. Ulrich <br />explained that Option 4 would be a more integrated system with more air quality controls. Option #3 will not <br />correct the heat/cooling control that various offices are experiencing. <br />Peter Milander of NorAm Energy Management was present. He explained that they are requesting that <br />Council authorize staff to sign an authorization letter to work with them and conduct the necessary analysis of <br />the HVAC system at city hall. The council will have control over how much is spent and what is done. They <br />will act on the city's behalf and bid out each part of the system. <br />Council member Stigney asked if, by executing the authorization letter, the city is thereby agreeing to work <br />with NorAm to correct the system. Mr. Milander responded, yes. The letter also states that if the city <br />decides not to proceed, they do have that option. NorAm will basically be acting as an agent in the bidding of <br />the project. <br />Mayor McCarty stated he would like to recommend that Council authorize staff to develop and issue an <br />immediate RFP for engineering services, and that part of the RFP being that the firm selected will also <br />complete the bid specifications for the project. This will allow for a competitive bidding process. <br />Mr. Ulrich noted that the city will need to utilize consulting engineers to assist in preparation of the RFP. <br />MOTION/SECOND: McCarty/Trude to authorize staff to advertise for an RFP for Engineering Services to <br />review and recommend corrective actions and write bid specifications for HVAC improvement project for City <br />Hall. <br />Council member Stigney stated he would like to see what could be done to improve the existing situation <br />before selecting Alternative #4. Mayor McCarty stated the Council is asking an engineering company to <br />come in and critique the building to note what is needed and different options. <br />VOTE: 5 ayes 0 nays Motion Carried <br />B. Resolution No. 5133, Approving a Redevelopment Contract between the City of Mounds View and <br />V.B. Digs, authorizing the Mayor and City Clerk Administrator to execute the contract on behalf of <br />the city. <br />Mr. Long, City Attorney, explained that this contract will be athree-way agreement between the EDA, the City <br />of Mounds View and VB Digs. He briefly went through the terms, noting that it would require VB Digs and <br />the private developer to build a minimum value $2 million sports complex attached to the Bel Rae Community <br />Center on the land that is currently vacant under the terms of a 30-year ground lease where the city would <br />continue to own the land. <br />Council member Trude asked what the arrangement would be in the event of foreclosure. She asked if the <br />contract would run with the land rather than the structure. Mr. Long stated it would be a 30-year ground lease. <br />A discussion followed in regard to the status of the property at the end of the 30 year lease, i.e. purchasing <br />options, etc. <br />Council member Stigney stated he would like to review the Redevelopment Contract in greater length prior to <br />• council approval. This opinion was shared by other council members as well. It was also suggested that the <br />Citizen Committee for the Bel Rae be consulted for their input.
