MOUNDS VIEW CHARTER COMMISSION <br /> CITY OF MOUNDS VIEW, MINNESOTA <br /> 111 2401 Highway # 10 <br /> Mounds View, Mn. 55112 <br /> December 29, 1978 <br /> Ramsey County District Court <br /> Ramsey County. Court House <br /> St. Paul, Minnesota 55102 <br /> Attention: Judge Ronald E. Hachey <br /> Your Honor: <br /> In compliance with Minnesota Statute 410.05, we are submitting to you our <br /> Annual Report for 1978 as follows: <br /> The Charter Commission held its first meeting on November 20, 1978, and <br /> elected a chairman, vice chairman and secretary, as previously reported to <br /> you. Since then, a temporary treasurer has been elected. Additionally, <br /> a Liaison to the Mounds View City Council has been designated. <br /> The Commission is presently using Roberts Rules of Order until such a time <br /> as the Rules Committee establishes permanent rules. Simple majority has <br /> been established as a Quorum to do business and decide questions. The <br /> following committees have been established: <br /> Rules Committee <br /> Arrangements Committee <br /> General Plans & Purposes Committee <br /> Sub-committees: Public Opinion <br /> Present & Alternative Local Govt. Organization <br /> Evaluation of Municipal Government <br /> Publications were obtained from the League of Minnesota Cities concerning <br /> Home Rule Charter government, as well as information from Mounds View City <br /> government, for all Commission members. Input has been formally requested <br /> from City Council Members as to the advantages and disadvantages of the present <br /> form of city government in Mounds View. <br /> A preliminary status report was made to the Court on November 23, 1978. <br /> To date, two meetings of the Charter Commission have been held. In addition, <br /> the General Plans and Purposes Committee has met. The next meeting of the <br /> Commission will be held immediately after the beginning of the new year. We <br /> have invited a representative from the League of Minnesota Cities to address = <br /> us at this meeting. <br /> Respectfully submitted: <br /> Ruth`J.
