They <br /> have Initiative, Referendum & Recall. <br /> 4. Blaine - They have Initiative & Referendum only. <br /> The Blaine Commission member was not in <br /> favor of Recall. <br /> e) On the question as to whether or not a Special Election should <br /> be held for the matter of approving a City Charter, or whether <br /> the approval of a Charter should be in conjunction with a regular <br /> City election: <br /> Blaine, Fridley and Coon Rapids Commission members recommended <br /> that a Charter be voted on at a General Election. <br /> It was the opinion of the White Bear member that a Special Election <br /> should be held. <br /> • f) All (4) city Commission Members recommended that the administration <br /> of city government be in the hands of a trained professional in <br /> Public Administration. <br /> V. Commission member, Howard Neisen, was excused from meeting at 9:50 P.M. <br /> VI. Commission member, Dave Notaro, excused from meeting at 10:12 P.M. <br /> Charter Commission member guests from White Bear, Coon Rapids, Blaine <br /> and Fridley also departed at this time. Short recess of meeting. <br /> VII. Chairman Doty reconvened regular meeting at 10:30 P.M. Having noted <br /> that all members received copies of the last minutes in the mail, the <br /> chairman asked that the Minutes of February- 21, 1979, be corrected to <br /> delete all reference to Sub-Committees on pages 3 and 4. The new com- <br /> mittees formed are all regular committees; therefore, the word "Sub" <br /> should be stricken. <br /> Motion made by Bill Werner and seconded by Neil Loeding that the minutes <br /> be approved, as corrected. Vote: Unanimous. <br />
