The 6lerk-administrator shall coordinate the administration in <br /> conjunction with heads of departments as a group' as provided by this <br /> charter and council action. <br /> Subd. 7. The clerk-administrator shall participate with affected munici- <br /> pal department heads and other appointed officials in the preparation of <br /> reports and summaries relating to contemplated municipal projects and/or <br /> improvements and submit them with recommendations as may be required to <br /> the council for study and subsequent action. <br /> - Subd. 8. In conjunction with municipal department heads and other ap- <br /> pointed officials, the clerk-administrator shall coordinate the prepar- <br /> ation of an annual fiscal budget and capital improvement plan for sub- <br /> mission to the council. The clerk-administrator shall coordinate the activities of <br /> all municipal department heads and other appointed officials in the ad- <br /> ministration of municipal policy.
