Meeting called to order by Chairman, Bill Doty, at 7:05 p.m. <br /> The Chairman pointed out that an error in parliamentary procedure had <br /> been made on 7.04 Subd. 2. In place of the original wording in 7.04 <br /> • Subd. 2 the following motion and amendment made by D. McCarty and <br /> seconded by C. Ziebarth passed: "At least two weeks before the budget <br /> is adopted for the ensuing fiscal year there shall be a notification <br /> to the public that a summary of the budget is available at City Hall <br /> and that hearings will be held, but failure to notify will not invalidate <br /> the budget." (3) Ayes, (2) Nays - B. Doty, N. Loeding, (1) Abstention - <br /> R. Lykke. (This subdivision has been renumbered to 3) <br /> Moved by N. Loeding and seconded by D. McCarty to go through the minutes <br /> at a later date rather than this evening. Passed. <br /> Chairman Doty outlined the procedure. Beginning with Chapter 8 the <br /> Commission will review the charter. At the end of each chapter the <br /> Meeting will be open to comments from the floor. <br /> II. Review of Chapter 8 <br /> Sec. 8.01 Power to Make Improvements and Levy Assessments. <br /> Insert a , after changes and "shall" before not in the second sentence. <br /> C. Ziebarth moved and D. McCarty seconded to use .language from the model <br /> in place of the last two sentences. "The total assessments for any local <br /> improvement may not exceed the cost of the improvement, including all costs <br /> and expenses connected therewith, with interest. No assessment shall <br /> exceed the benefits to the property." Vote:(5) Ayes, (1) Nay - N. Loeding. <br /> Motion passed. <br /> -Sec-.--8-.-04 r-e-placed-with "l_desc_riration-of each proposed public improvement <br /> shall be given in a city newsletter, but failure to give such description <br /> or any defect in the description shall not invalidate the improvement." <br /> Commission concurs with changes. <br /> IV.
