Page 5 <br />August 25, 1997 <br />Mounds View City Council <br />Cathy Bennett, EDA Director, explained that this lease agreement between the City of Mounds View and the <br />School District is for 5,100 square feet of space in the Community Center for a period of five years, beginning <br />September 1998 through January 2003 and has two successive options of five years each. The rental amount <br />is $10.00 per square foot. The lease agreement was approved by the School District at their August 12, 1997 <br />meeting. <br />Council member Trude noted a typographical error on Page 2, Item 8, Line 2. The sentence should be changed <br />to read " .... as set forth in Exhibit A...". <br />Mayor McCarty noted that Page 2, Line 6 should be changed to read " ...per square foot from one year to the <br />next exceed five percent (5%)". <br />Council member Stigney asked if the city would be providing daily vacuuming of the leased space. Ms. <br />Bennett explained that the School District space would be vacuumed by the city's janitorial staff. The cost is <br />covered under the rental rate of $10.00 per square foot. <br />A discussion followed in regard to the estimated cost of the utilities and janitorial services included in the lease. <br />Mayor McCarty stated he believes that the original operational cost estimates were thought to be fusible <br />when discussed previously. <br />• Mayor McCarty noted that the second paragraph of the Lease Agreement refers to a portion of the building <br />formerly known as the Bel Rae Balkoom. It was suggested that Line 3 of Paragraph 2 on Page 1 be changed to <br />read as follows: ".. does hereby lease to Tenant that portion of the Mounds View Community Center <br />located at ..." <br />MOTION/SECOND: Quick/Trude to approve Resolution No. 5150, Approving the Lease Agreement A5 <br />AMENDED Between the City of Mounds View and Independent School District No. 621 and Authorizing the <br />Mayor and Clerk-Administrator to Execute the Lease on Behalf of the City. <br />VOTE: 5 ayes 0 nays Motion Carved <br />E. Discussion on the Charter Provision Regarding Petitioning. <br />Council member Stigney stated he asked to have this item added as he has had calls from residents in regard to <br />the reconstruction assessment for Spring Lake Road. <br />Attorney Long explained that under Section 804 of the Charter, there is a petition process for public <br />improvements. Because 100% of the project is not being funded by special assessments (MSA funds will also <br />be used), Subd. 2 applies which requires that a majority of the people who voted for mayor in the last election <br />petition to stop the improvements. The community at large has the opportunity to petition the project up or <br />down through a voting process. Mayor McCarty stated that as the city gets into the assessment processes and <br />procedures and as the council decides how they will assess the project, all of the different methods of <br />petitioning will take place. <br />F. Consideration of Resolution Withdrawing Support of Public Housing Funds. <br />• Council member Trude stated based on public input, she put together a resolution for the council to discuss and <br />consider following the last meeting.
