Page 6 <br />September 8, 1997 <br />Mounds View City Council <br />Mr. Ericson noted that necessary criteria has been met and that staff is recommending approval of Resolution <br />5154. <br />Milo Pinkerton, President of MSP Real Estate, explained that their company developed the Silver Lake Point <br />Apartments in Mounds View under the same affordable housing bracket as is proposed for the ten new <br />townhomes. There are forty existing apartments and they are proposing to renovate those units and add ten <br />new townhomes. ]3y adding the townhomes, they are adding green space to the development, to allow the <br />apartments, as a part of the overall development to conform with density requirements. He provided a <br />diagram of the proposed development. <br />Council member Stigney noted that the number of proposed townhomes has decreased from 28 units down to <br />10 units. He wondered how many people they anticipate occupying the ten units. This information was not <br />available. <br />Council member Stigney asked how long MSP Real Estate would beproviding on-site management. Mr. <br />Pinkerton stated they would be willing to provide it indefinitely. <br />Council member Stigney asked how much money will be set aside for ongoing maintenance. Mr. Pinkerton <br />stated they will be setting aside $250. per unit/year. <br />• Paul Kemensky Attorney representing Milo Pinkerton, explained that Mr. Pinkerton's development proposal <br />meets/exceeds the standards that are set forth in the code. Mr. Pinkerton has proceeded in good faith to put <br />together a project that meets Mounds View's City Code and they are requesting that the City Council proceed. <br />Gayla Keyes, 7730 Greenwood Drive, asked if any consideration has been given to developing these <br />townhomes as "for sale" townhomes rather than rental units. <br />Mr. Long, City Attorney, noted that the City Council cannot legally ask the developer to sell the townhomes. <br />Mayor McCarty noted that the developer has indicated that this is not an option. <br />Cameron Obert asked that Resolutions 5111 and 5112 be read aloud. <br />Wendy Jahnke, 8408 Eastwood Road, asked if any other government money, other than the $200,000, will be <br />used to build the townhomes. Mr. Pinkerton explained that he has loans and grants that would help to provide <br />the affordable housing. Ms. Jahnke asked if the project could proceed with private investment. <br />Mr. Pinkerton noted that it would not be feasible as they are required to keep the rents at an affordable rent <br />level. <br />Ms. Jahnke wondered if there would be areas for children to ride their bikes. She also wondered if the <br />playground equipment proposed would be sufficient for the number of children using it. Mr. Pinkerton <br />showed a diagram of the proposed playground equipment, noting that it is more than the daycare center has just <br />down the street fi-om the site. <br />Mr. Ericson, Planning Associate, explained that the Development Review before the Council is the technical <br />review of the site plan to determine whether or not the proposal meets the code requirements and fits within the <br />Comprehensive Plan. <br />
