• Page 4 <br />October 13, 1997 <br />Mounds View City Council <br />Ms. Haake asked that the City Council consider repair/resurface Spring Lake Road and County Road I using <br />only the allotted funds available from the Ramsey County Turnback Funds> and built the roadways entirely <br />within that budget, and that Mounds View does not pursue MSA designation for the entire length of Spring <br />Lake Road from County Road J to County Road H2. She noted that if Mounds View insists upon a more <br />sophisticated roadway than what the residents want, they should delay the reconstruction of Spring Lake Road <br />and County Road I until they develop a 10 year roadway capital master plan for the entire city with funding <br />mechanisms to achieve the longterm solution for all of the system. She also asked that Mounds View appeal <br />to MNDOT to allow MSA funding to be used for all roadways within the city or to change the MNDOT <br />restrictive MSA suburban/urban design criteria to allow for water quality/quantity standards to be applied. <br />Mayor McCarty noted that the city is working on a master capital improvements plan and after they understand <br />the needs city-wide, the costs can be looked at to determine the best funding mechanism for those needs, <br />including the possibility of a bond. <br />Council member Stigney noted that the assessment area was reduced approximately 40•~o from the original <br />proposal and asked why this was so. Mr. Peters explained that originally they were looking at areas that <br />contributed to the lateral system as well but when looking more closely at the city's policy it was noted that <br />lateral improvements are paid for by the city. <br />MOTION/SECOND: Quick/Koopmeiners to accept the feasibility study for the reconstruction of Spring Lake <br />Road and County Road I, with an amendment to include SEH File A-MOUND9706. <br />VOTE: 4 ayes 0 nays Motion Carried <br />C. Consideration of Resolution No. 5158, Setting a PubLk Hearing for November 25,1997 at 7:05 p.m., <br />to Consider the Reconstruction of Spring Lake Road and County Road L <br />Mr. Ulrich noted a typographical error in the date of the Public Hearing. The date should be changed to <br />November 24,1997. <br />MOTION/SECOND: Quick/Koopmeiners to Approve Resolution No. S 1 S8, Setting a Public Hearing for <br />November 24, 1997 at 7:OS p.m., to Consider the Reconshuction of Spring Lake Road and County Road I. <br />VOTE: 4 ayes 0 nays Motion Catried <br />D. Consideration of Approval of bSnal Schematic Design for Phase II of the Mounds View Community <br />Center. <br />Cathy Bennett introduced Dean Olson with WAI Continuum who was present to discuss the final schematic <br />plans for Phase II of the Community Center. He noted the changes that have been made to the plan since the <br />September 1 Sth meeting. He noted that additional storage has been provided behind the bleachers in the <br />gymnasium. Diagrams were presented to show the floor plan as well as the exterior which is proposed for the <br />building and Mr. Olson presented a proposed schedule, assuming approval of the final schematic design. <br />Council member Quick asked if the gymnasium has adequate storage space. He noted that by moving one <br />wall, an additional 9S foot X 6 foot storage space could be added. He asked how much it would cost to move <br />. the wall to provide this additional space. Mr. Olson estimated that this would run approximately $7S/square <br />foot. <br />
