Call to Order <br /> Second Vice Chair Richard Oman called the annual meeting to order at 7:10 p.m. <br /> in the City Hall council chambers. <br /> II. Roll Call <br /> Present: Virgil Beyer, Dave Long, Duane McCarty, Jean Miller, Richard Oman, <br /> Laurie Schley, Roger Stigney, Julie Trude, Russ Warren, Bill Werner, Ruth White <br /> and Bill Wilson. <br /> Absent (excused): Len Burgers, Jerry Linke and Rhonda Smieja. <br /> III. Election of officers <br /> • <br /> Copies of the by-laws were circulated. The by-law governing elections was <br /> discussed. Julie Trude distributed a proposal for amending the election provision <br /> to provide for elections at the first meeting in odd years (rather than the first <br /> meeting after November 1st in even years). The intent of the by-laws and past <br /> practice of the commission were discussed. The consensus was that elections had <br /> been held every other year, the intent was to hold elections after the first meeting of <br /> November 1st and this was the first regular meeting since that date. Acting Chair <br /> Oman ruled that elections should be held tonight and the proposal to amend the <br /> by-laws should be put on the agenda for the next meeting. <br /> Election of Chair for 1995-1996: <br /> Julie Trude nominated Laurie Schley for Chair. Richard Oman nominated Russ <br /> Warren for Chair. Motion by Julie Trude, second by Duane McCarty to close <br /> nominations and use paper ballots for the election. Motion passed unanimously on <br /> a voice vote. Ballots were distributed. Russ Warren was declared Chair with 9 <br /> votes. <br />
