Ord 661 re: Amendments to the Charter relating to City Manager form of government, and; <br /> Ord 662 re; Amendment to the Charter relating to Council Composition. <br /> These proposed Charter amendments were passed June 5, 2000, and published June 15, 2000. They were <br /> mailed to Julie Olsen for consideration by the Charter June 20, 2000. These ords need to be on the ballot in November. <br /> Dan believes that the Charter Commission has 60 days to review the ords and may request additional time for review. <br /> Dan would like to know what the dates are that we should expect to hear back from the Charter. <br /> (Givonna Reed] MN Stat. 410.12 subd. 5 says the Charter Commission gets 60 days after the proposed amendments <br /> are submitted to review the amendments. Because they are allowed days of mail time we would start counting from June <br /> 23rd, 2000. The Charter Commission can request an additional 90 within the 60 day timeframe. If the Charter <br /> Commisison sends its comments to the Council within that 90 days, the Council can move. If the Charter Commission <br /> does nothing within the first 60 days the Council can move to put the questions on the ballot. Just a reminder: we must <br /> have all ballot questions approved by the City Attorney and submitted to the County by Sept. 19th. <br /> 2. Also, the Charter Commission should be reviewing a proposed Charter Amendment to Section 3.01 (Meetings of <br /> the City Council). This was mailed to them June 2, 2000. Is there a"trigger date"when the Council could take <br /> action if it does not hear back from the Charter Commission on this issue? ('Givonna Reed] (Dan, this may have <br /> been my question to Scott.) <br /> (Givonna Reed] MN Stat. 410.12 subd 7 does not indicate that the City could take action after a"trigger date". The <br /> process simply falls apart if the Council and Charter Commission do not agree on something. <br /> 3. When can we expect the updated Code? <br /> (Givonna Reed] Probably not next week, but possibly the week after. This is a priority for K&G. <br /> 4. When can we expect the letter to the Charter Commission explaining why they were (and could be in the future) <br /> denied space in the Mounds View Matters? Jean Miller from the Charter Commission stopped by today to find out why <br /> they were denied space. <br /> [Givonna Reed] Scott gave Bob a draft June 26th (possibly earlier) to review and mail. He'll make sure Bob addresses <br /> this.
