pppROVED <br />• Page 4 <br />March 9, 1998 <br />Mounds View City Council <br />Ms. Michna noted the condition of the asphalt and asked if the city could require that some work could be <br />done to improve the aesthetics of the property, such as the requirements made for some of the new <br />proposed developments. <br />Mayor McCarty noted that new construction provides more opportunities for input on aesthetics. There is <br />avast difference between new and existing properties. <br />Ms. Michna asked that the Council take these concerns into consideration at the time that the owner <br />requests renewal of his Liquor License in June 1998. <br />Jeff Weyek, one of the new owners of the Donatelle property, explained that they intend to remove the <br />incinerator as soon as possible. Additionally, they intend to have the land surveyed to determine the <br />property lines. <br />With no further comments, Mayor McCarty closed the Public Hearing at 7:40 p.m. <br />MOTION/SECOND: Quick/Gunn to approve the transfer of the licenses as requested. <br />VOTE: 5 ayes 0 nays Motion Carried <br />• C: Public Hearing on Monday, March 9, 1998 at 7:30 p.m. in the Council Chambers at the Mounds <br />View City Hall on street construction, maintenance and cost assessment polices. <br />Mayor McCarty opened the Public Hearing at 7:45 p.m. <br />Mike Ulrich, Director of Public Works, gave a general overview of the Spring Lake Road/County Road I <br />Reconstruction Project. He noted that at the last Council work session, staff presented a memo and staff <br />report to the council outlining different options that might be available should they want to revise the <br />assessment policy. <br />Barbara Haake, 3024 County Road I, took this opportunity to address the responses from Short Elliott <br />Hendrickson on comments made by residents within the street reconstruction project area. <br />Mr. Dan Coughlin, 8468 Spring Lake Road, summarized information which he presented to the Council in <br />regard to this project. He noted that he had contacted Duane Haakenson of Frattalone Paving, Inc. to <br />obtain a good faith estimate for the reconstruction of Spring Lake Road/County Road I, using various <br />scenarios. Mr. Haakenson was asked to provide ahigh-end estimate, using top quality materials. <br />Mr. Coughlin went through the estimate, noting that a 24 foot wide roadway without curb and gutter, <br />including a 2 foot gravel area on each side for a reinforced shoulder would be approximately $477,500. <br />A 26 foot wide road would be $509,000; and a 28 foot wide road would be $547,000. He proceeded to <br />outline the benefits of reconstructing the roadways to their current size and scope without the curb and <br />gutter as opposed to a 30 foot wide road. He noted that if the project is kept to a minimum, it may be <br />possible to proceed with the reconstruction in 1998. <br />Kurt Sleighter, 2924 County Road H2, stated he feels the outcome of this project could set a precedent for <br />• what will happen to his roadway in the upcoming years.
