He finds that the lack of curb and gutter, and the unpaved <br />driveways give the area a "country flavor". Curbs and a 32-foot wide road will change the whole look. <br />Cindy Rundle, 7445 Spring Lake Road, stated she is against a 24-foot wide roadway. She feels there <br />should at least be a biking lane to provide a safe place for children to bike. She further stated that it may <br />not be necessary to put in a 30 foot wide road, but she would like the Council to consider the biking lane. <br />C. R. Barragan, 7765 Spring Lake Road, stated he also sees potential hazards with their narrow roadway. <br />He sees a lot of joggers around the lake and feels that a path should be provided on the East side of the <br />road for safety. He would be in favor of a walking path. He stated he feels a 28 foot wide road is perhaps <br />too wide, but something must be done to improve the situation. <br />Rob Marty, 2626 Louisa Avenue, noted that at the February 2nd Council Work Session, there was a <br />discussion in regard to water run-off, drainage and storm sewers. He feels that increasing the width of the <br />road will only add to the problem of water run-off. <br />With no further comments, Mayor McCarty closed the Public Hearing at 8:20 p.m. <br />Mr. Ulrich went through the revised figures on the various street width scenarios. He noted that the <br />• estimates did include storm sewer work that would be required on the project with a curb and gutter, as <br />well as the trailway. He stated he had prepared an assessment calculation based on a 32 foot wide design <br />and a 26 foot wide design with a 50% assessment and then applying the $590,000 in Ramsey County <br />Turnback funds. <br />Mayor McCarty asked why there was such a difference between the original assessment cost of <br />$41.00/frontage foot and the revised figure of $15.44/frontage foot for virtually the same project. <br />Mr. Campbell noted that the reduction in the assessment is due to the application of the Ramsey County <br />Turnback Funds of $590,000 to this project. <br />A discussion followed in regard to the proposed trailway. Mr. Ulrich noted that the trail on Spring Lake <br />Road is proposed to be concrete, whereas the other trailway connecting to the Fridley section will be a <br />bituminous trail. <br />The various street width scenarios were discussed. Mayor McCarty stated he has received a variety of <br />input from residents and feels it is perhaps necessary to find an acceptable compromise so that a project can <br />be started in the 1998 construction season. <br />Council member Quick wondered if perhaps a 32 foot wide road should be considered without the <br />walkway on Spring Lake Road. County Road I, on the other hand, does need a walking path. A 32 foot <br />wide road would allow residents the additional parking as well. <br />Brian Kaden, 7675 Spring Lake Road, noted that in the original survey, over 85% of the residents indicated <br />that they did not want a separate sidewalk. A walkway would take approximately 13 additional feet of <br />. his front yard as well as necessitate the removal of many large oak trees. <br />
