In 2010, the ten cities will supply $338,468.00 to NSCC. <br />North Suburban Access Corporation <br />As stated on the CTV North Suburbs web site, <br />"The North Suburban Access Corporation (NSAC), commonly known <br />as community television, is a non-profit corporation governed by a <br />board of directors representing each of the ten member cities. The <br />corporation promotes programming by and for the community; <br />manages the access channels and the access facilities; and <br />encourages public use of the cable communications. <br />NSAC Purpose: <br />• to provide access to cable communications to all member city <br />residents <br />• to promote and protect out communities' rights to use community <br />television and other telecommunication media by stewarding <br />current resources, integrating new technologies and building the <br />awareness and skills of our residents <br />NSAC Goals: <br />• to deliver high quality, timely programs via cable communications <br />• to anticipate, plan for and adapt to changes in communications <br />technology <br />• to increase awareness and encourage the use of cable <br />communications as a means of sharing information in and among <br />the member cities <br />• to promote awareness of and use by individuals and institutions, <br />such as schools, government and civic groups <br />• to train and educate producers, users and others who request <br />help." <br />NSAC is funded primarily by PEG (public, education, and government access) fees. <br />PEG fees are negotiated in the franchise and paid as a separate fee on the monthly <br />subscriber bill. These cable company grants were $1,156,712 in 2009 and increase by a <br />minimum of 5% per year. These funds are not shared directly with the member cities, <br />although the portion representing Mounds View subscribers who make up 8% of the <br />total would be $92,536 in 2009. CTV does have a Municipal Assistance policy, which <br />provides assistance, formerly specified as up to 100 hours per year, to each of the <br />member cities. <br />Reasons to consider withdrawal from the joint powers commission: <br />Concerns regarding the financial relationship between NSCC, which is funded by a <br />portion of the member cities' franchise revenues, and NSAC which is supported by <br />subscriber PEG fees. <br />
