The device has a web interface, so city <br />staff can manage the equipment with the housed off-site. <br />Disclaimer: I have thought about the systems in place, the people I work with at CTV, <br />the equipment and services I use in an effort to outline all of the things that would be <br />impacted by withdrawal. There are likely scenarios that I cannot predict; I don't know <br />what I don't know. I am not an expert in designing video systems. We should hire an <br />expert consultant to review the control room equipment systems and the proposed <br />solutions for review for feasibility and completeness. I am not a lawyer. I do not fully <br />understand all of the terms and provisions of the franchise or the joint powers <br />agreement. Legal issues should be handled by appropriate counsel. But to the best of <br />my ability, I have attempted to understand the impacts of withdrawing from the joint <br />powers commission as it impacts the equipment I work with, the channels I schedule, <br />and the work I do. <br />Recommendation <br />If the City intends to with withdraw from the NSCC/NSAC, hire an expert consultant to <br />review the technical considerations and consult with the City Attorney with respect to <br />the joint powers agreement and franchise. <br />Of the change options available, Finance Director Beer thought that the most practical <br />would be to withdraw from NSCC but continue to participate in NSAC. I agree that this <br />would be the most manageable change. Capital equipment and staffing to support eight <br />channels would be a radical change to the structure of the current city cable support. <br />If staff would like to bring this matter to the City Council in time to withdraw from the joint <br />powers Commission still this year, the meeting schedule would be: <br />Monday, October 3, 2010, Work Session <br />Monday, October 10, 2010, City Council Meeting <br />Friday, October 15, 2010, Written notification of withdrawal due to NSCC. <br />Respectfully Submitted, <br />Vanessa Van Alstine <br />Cable Television Coordinator <br />
