Chapter 100 is done, published and <br />now in force. Chapter 200 second reading was June 25th with publication set for July <br />6th and effective date August 6th. Chapter 300 is updated, concerns HR and simply <br />states we will have an HR manual — which we do. Chapter 400 is Commission and <br />Chapter 500 is Business Licensing. <br />Discussion: <br />Chapter 400 changes based on consensus input from the council include the <br />elimination of the Human Resource Commission which never was convened or met, the <br />Environmental Quality Commission which was established in 1993, met a few times in <br />1993 and 1994 and no further records exist. Additionally, the Mounds View Festivities <br />Commission which has been replaced by the Mounds View Festival which is a separate <br />non-profit organization and lastly, with consensus of the council and the current Police <br />Commission, we transition the Commission from a regulatory entity to an advisory entity <br />and rename it the Mounds View Police Advisory Commission. <br />Kennedy & Graven has completed the draft work which has been placed into resolution <br />format for introduction and first reading on the July 9th council meeting. Proper notice <br />has been given. That draft is included in this packet. <br />Chapter 500 changes detailed below are in my draft format which include notes and <br />indicators for Kennedy and Graven to review as part of their legal review of the update. <br />Below are those items ready for a final decision point based on the handout feedback <br />council provided. <br />Chapter 500 changes based on consensus input from council include; <br />1. Elimination of provision for Liquor operations to pay half their fee by June 30th <br />and the other half by December 31 St. (502.06) <br />2. Elimination of the $100 liquor license fee reduction in exchange for program to <br />mitigate underage sales. This as an administrative burden, one component is <br />arguably poor policy, and state law and/or insurance coverage requires the <br />majority of what is in the code. (502.06) <br />3. Elimination of public hearing for Liquor License renewals. Recall the June 15th <br />meeting which had 7 agenda items for renewals. The public hearing remains in <br />place for new liquor licenses and council would still need to act on renewals, <br />there simply would no longer be a public hearing associated with the renewal. <br />(502.08) <br />4. Exemption of non-profit charitable to list of peddlers who do NOT have to pay a <br />fee and obtain a permit, only advise us. Also, change the review period from 3 <br />
