<br />Item No: 5.E. <br />Meeting Date: August 27, 2018 <br />Type of Business: Council Consent <br />Administrator review: _______ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9008, Temporary Suspension of Resolutions <br />5396, 5501, 5557 and 7583 <br /> <br />Background <br /> <br />At both the April and May 2018 retreat sessions council discussed the fiscal and human <br />resource impacts of live broadcasting all meetings. Staff was directed to develop a plan <br />to bring back to council. <br /> <br />Discussion <br /> <br />At the August 2018 workshop staff presented a plan to “experiment” with live <br />broadcasting based on analysis of data received from CTV in combination with staff and <br />fiscal resources and recommended council use the last quarter of 2018 to experiment <br />and reduce the number of meetings broadcast live (Council, EDA and Planning and <br />Zoning). <br /> <br />Past councils have adopted resolutions specific to live broadcasting of meetings with <br />the most recent adoption being Resolution 7583 adopted in 2010 and the initial (5396) <br />adopted in 1999. <br /> <br />Per City Attorney Scott Riggs, council can either vacate the resolutions (by vacating the <br />most recent, all are vacated) or simply “suspend” them during the experimental period. <br /> <br /> <br />Recommendation <br /> <br />Staff recommends approval of Resolution 9008 which suspends the resolutions for the <br />experimental period of September 1 to December 31, 2018.
