Page 5 <br />October 26, 1998 <br />Mounds View City Council <br />Quick/Gunn withdrew their motion/second. <br />MOTION/SECOND: Gunn/Stigney to postpone indefinitely any consideration for the <br />development of the Edgewood realignment remnant property. <br />VOTE: Ayes - 5 Nays - 0 The motion carried. <br />C. Consideration of Salvation Army Request for Purchase of Property <br />Housing Inspector Dorgan gave his report as follows: <br />At the work session on September 8, 1998, the Council reviewed a proposal from the Salvation <br />Army requesting the City to acquire and sell atax-forfeited parcel to them for a proposed <br />development. The Salvation Army is proposing to acquire the parcel as well as the adjacent lot <br />owned by Glen Thorpe Realty for the development of aneight-unit-multi-family housing <br />building. The subject site is located on Woodland Drive south of County Road I. The Salvation <br />Army is requesting the City Council approve the acquisition and resale of the proposed parcel <br />i contingent upon the approval of the rezoning and development review by the City Council. <br />The City filed a "use deed" on the proposed lot in 1995 for the purposes of multi-family <br />residential parking. The use deed has a five year term. Because the property is not currently <br />being used for the intended purpose of the use deed, the Ramsey County Assessor has stated the <br />property must either be used for the requested use, acquired by the City, or the use deed released <br />back to the County. <br />Staff was requesting direction from the Council. Options included: <br />Arrange for the purchase and resale of the property to the Salvation Army contingent <br />upon the City approving the development proposal for the subject site. <br />2. Release the use deed and acquire the property for the assessed value of approximately <br />$29,000 for future development purposes. <br />3. Release the use deed and turn back the property to Ramsey County where the property <br />would be sold at public auction. <br />Stigney expressed his concern that the property would be off of the City and County tax roles <br />because the Salvation Army is tax exempt. <br />City Attorney Long stated it would be best to research the tax issue because there are very few <br />
