Brimeyer Group for Police Chief recruitment services. <br />Carl Schmidt stated: Jim Brimeyer attended our last work session and went over his recruitment <br />process. As you know, our Police Chief is retiring on April 1 and staff believes it is in <br />the best interest of the City to hire a consultant and Mr. Brimeyer seems to be the best for this <br />job. He outlines that he reports his services ranging to $13,000 to $16,000 with an additional <br />$2000 to $3000 in administrative expenses. He also indicated that this figure could be less, <br />depending on how much work staff can do. At this time, staff is looking for approval of <br />resolution 5307. <br />Motion/Second: Quick/Marty. Motion to approve resolution 5307 authorizing the City to enter <br />into an agreement with the Brimeyer Group for Police Chief recruitment services. <br />VOTE: Ayes - S. Nays - 0. Motion carries. <br />ITEM 9E <br />Consideration of resolution 5305. A resolution approving a minor subdivision for a lot split, for <br />8444 Greenwood Drive. Requested by Dan Danielson, representing property owners, Ernest and <br />Marlene Danielson. <br />Bob Long: Dan Danielson is requesting a minor subdivision of his parents' property, located at <br />8444 Greenwood Drive. The City subdivision regulations allow for a minor subdivision in the <br />event that properly does not exceed one acre in size, in that property does not result in more than <br />two lots being created. This subdivision will create two lots. All of the dimensional criteria for <br />the this minor subdivision are met with the code. 7S feet is required for minimum street frontage <br />for an interior lot, as opposed to 78. Eleven square feet are required for a lot. The proposed legal <br />descriptions and certificate of survey have included review by City staff as well as the City <br />attorney, and we have easement documents that do dedicate to this City, the drainage and the <br />utility easements that are shown on the certificate of survey which are five feet on the side <br />property lines and 10 feet front and back. With any subdivision of land, there is an issue that <br />needs to be discussed, and that is the park dedication requirement, according to the City code, <br />chapter 120402, ten percent (10%) the value of the land is required for park dedication and that <br />typically would be a five percent (S%) dedication-fee for a minor subdivision, but this is where I <br />misspoke earlier because it is an excess of one acre, ten percent (10%) is required according to <br />the City code. The Ramsey County assessor's office indicates that the value of the land on this <br />property is $47,700. Ten percent of that is $4700. In my staff report to you, I have a mistype <br />there, it shows $4471, actually it should be $4770, and that does throw off the final dedication <br />amount. The dedication amount is shown to be $1574, which takes into consideration 66% <br />deduction for the area of land that is underneath the existing house. That amount according to <br />our City code, would need to be paid. On January 6, this was approved by the planning <br />commission. On 5/7/99, the resolution was recommended to the City Council that this minor <br />subdivision be approved subject to stipulations that are present in this resolution S30S. Those <br />stipulations are simply that the applicant make a park dedication payment as indicated in the staff <br />
