IU <br />MOUNDSIVWW <br />City of Mounds View Staff R <br />Item No: 08A <br />Meeting Date: July 9, 2018 <br />Type of Business: CB <br />Administrator Review: 4 1 <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, City Planner/Supervisor <br />Item Title/Subject: Ordinance 946, Second Reading and Adoption of an Amendment <br />to the Mounds View City Code, Chapter 1012 related to Rental <br />Dwelling Licenses (Special Planning Case SP -214-18) <br />Introduction <br />The intent of this Amendment is to update required information to be included on Rental <br />Dwelling Application forms, and to change the licensure date to follow the calendar year. <br />Discussion <br />A Rental License is required for any residential building (including single-family homes) with <br />rental units or rented bedrooms. Exceptions; a rental dwelling license is not required for <br />residences occupied by the owner where no more than two (2) sleeping rooms are rented and <br />the renters have access to the entire residence, or for residences occupied only by the owner's <br />children or parents.I <br />Rental licensure is administered by Sherri Eisenbraun (Permit Technician) and Jacob Martin <br />(Housing/Zoning Inspector). After working together for two rental seasons, there are changes <br />to the program that are needed to make the program more efficient. These changes are <br />needed prior to the issuance of renewal notices in August, and include: <br />1. Amending the definition of "Multiple Dwelling" to be consistent with the definition used in <br />the Zoning Code. <br />2. Amending information required to be included on the Rental License application form, <br />adding what is necessary, and removing what is not. <br />3. Amending annual rental license dates from X151 thFu Septe,,- beF �nt+�� to January 1s1 thru <br />December 3151 <br />4. Removing the requirement that Group Homes be licensed by the City, since they are <br />licensed and inspected by Ramsey County (duplication). <br />This requirement was added in 20162 to address a concern that the City was not being <br />notified by Ramsey County of Group Homes.
