Item 08F <br />Ordinance 946 <br />Page 2 <br />The Minnesota Department of Human Services maintains a website listing active licensed <br />facilities within the City. This website listing should address the Police Department's <br />concerns. <br />During the First Reading and Introduction (May 29th), the Council expressed concern of what is <br />the City's liability if the City were not conducting rental inspections of Group Homes (currently, <br />the City requires licensure, but not inspections). Staff discussed this with Ramsey County. The <br />County inspects Group Homes at least once per year. However, there are differences between <br />what a social worker will recognize, vs. a building inspector. It is Staff's opinion that the City <br />should offer its support to the County when requested, and conduct Fire Inspections as <br />warranted, but that duplicate housing inspections is not necessary. <br />Summary <br />Staff is proposing minor changes to the rental licensing ordinance, the most significant of which <br />is the expiration date of annual licensees (proposed December 31St) <br />Recommendation <br />Staff recommends that the City conduct a Second Reading and Adoption of Ordinance 946, <br />amending the Mounds View City Code, Chapter 1012 related to Rental Dwelling Licenses <br />Respectfully, <br />C:�, 41Q� <br />Jon Sevald, AICP <br />City Planner / Supervisor <br />ATTACHMENTS <br />Ordinance 946 <br />
