G. MILITARY LEAVE (Minn. Stat. § 192.26 and USERRA) (approved by council 1/2018) <br />The City of Mounds view supports employees who are members of the National Guard or other <br />reserve components of the armed forces of the United States. The City follows the Uniformed <br />Services Employment and Reemployment Rights Act (USERRA) and will grant leaves of absence <br />for active military duty or training. <br />When called to active military duly or training for up to 15 days, the employee must notify the City <br />Administrator at least three (3) weeks prior to the needed leave and provide the City with a copy <br />of the orders prior to their departure. The City will provide the following during the 15 day leave <br />(or up to 15 days per calendar year): <br />• Payment of salary <br />• Continuation of enrollment in employer offered benefit coverages with employer <br />contribution toward the coverage <br />• Seniority will remain <br />• Vacation and sick leave will continue to accrue <br />When a deployment extends beyond 15 days, Council will be notified of the leave and at Council <br />discretion may consider by resolution, addressing compensation specific to "differential pay" <br />(employee's salary less their military wage). Council will weigh length of employee deployment <br />and the fiscal impact to the City of Mounds View when considering military differential pay. The <br />City will provide the following during a leave beyond 15 days: <br />• <br />Seniority will remain <br />• Vacation and sick leave will continue to accrue <br />• Retirement deductions will cease during leave, however upon the employees return, <br />purchasing retirement time back will be allowed. If time is repurchased the City will make <br />their matching contribution. <br />• Employee will have an opportunity to continue benefits through COBRA <br />Regardless of training or deployment duration the employee must notify the City when their leave <br />ends and indicate the date they anticipate returning as an active City of Mounds View employee <br />as outlined by the USERRA. <br />H. PARENTAL LEAVE FOR SCHOOL -RELATED ACTIVITIES (MN §181.9412) <br />Employees who work an average of 20 or more hours per week and have worked for the City for <br />at least a year may take leave to attend school -related activities of the employee's child. If the <br />employee's child receives child-care service as defined in Minnesota Statutes § 11913.01, subd. 2 <br />or attends a pre -kindergarten regular or special education program, the employee may use the <br />leave time to attend an activity or to observe or monitor the services or program. The leave is only <br />available if the activity cannot be scheduled during non -work hours. Employees must provide <br />reasonable prior notice of the leave and make an attempt not to disrupt the operations of the City. <br />This is an unpaid leave; however, employees may use accrued vacation leave. Sick leave may <br />not be used. No more than 16 hours of Parental Leave may be taken during a 12 -month period. <br />SEVERE WEATHER CONDITIONS <br />As a general policy, City offices will be open for business during regular business hours <br />regardless of inclement weather conditions. Employees should use their own personal judgment <br />and discretion about factors affecting their health and safety with regard to work or leaving work <br />
