Item 08A
September 10, 2018
Page 2
A Major Subdivision is the division of land into more than one lot, or includes two acres of land or
larger'. In this case, four lots will be combined into one lot, 3.2 acres in size (4.5 acres including
right-of-way). The developer will dedicate right-of-way for Mounds View Blvd (existing) and for
Groveland Rd (new). The additional right-of-way along Groveland Rd will provide the City an
option to straighten the intersection in the future.
Analysis:
The developer submitted plans for the Final Plat (revised July 18, 2018) with the most current
plan set, dated July 6, 2018. Plans were distributed by Staff to applicable persons and
agencies. Comments were received from:
Mike Mattson, Fire Marshal (SBM)
Feb 13, 2018
Tyler McLeete, City Engineer (Stantec)
Feb 20, 2018
Erin Laberee, Traffic Engineer (Ramsey County)
Mar 7. 2018
Mike Mattson, Fire Marshal (SBM)
May 9, 2018
Tyler McLeete, City Engineer (Stantec)
May 9, 2018
Tyler McLeete, City Engineer (Stantec)
Jul 31, 2018
Mike Winfield, Surveying Technician (Ramsey County)
Aug 4, 2018
Scott Riggs, City Attorney (Kennedy & Graven)
Sep 6, 2018
The Final Plat was reviewed for compliance with the Mounds View City Code, Titles 1000
(Building and Development), 1100 (Zoning), and 1200 (Land Subdivisions).
The Final Plat is found to be consistent with the City Code, and the approved Preliminary Plat
(Resolution 8777). The only significant change from the Preliminary Plat is that the storm water
pond easement slightly increased in size. This dry pond will be maintained by the property
owner.
A private driveway easement will be recorded separately, in favor of the five parcels to the west
along Mounds View Blvd. It is the intent that when these parcels re -develop, their access will be
via a shared driveway on the "Boulevard" property. This easement is a requirement of Ramsey
County and the City, in return for the county granting access onto Mounds View Blvd (vs. onto
Groveland Rd). As part of this agreement, the developer will close the crossover median on
Mounds View Blvd in front of 1810 Mounds View Blvd (Spring Lake Park Auto and SERVPRO).
The City of Spring Lake Park, and the affected property owner objected to this closure at the
time that the Preliminary Plat was approved.
Park Dedication Fee:
The City may require a Park Dedication consisting of up to 10% of buildable land (0.32 acres), or
its equivalent value ($38,576) based on the 2018 Estimated Market Value (land). Staff
recommends requiring this fee (in lieu of land), and is included in the Resolution.
The Developer will construct a trail and lighting along Mounds View Blvd, from Groveland Rd to
the western boundary of the property. This is in addition to the Park Dedication Fee.
1 Mounds View City Code, Section 1201.03, Subd 8 (Major Subdivision)
Required
Proposed
Minimum Lot Size (R-4 District)
2,500 sf
/unit
2,596 sf
/unit
Minimum Lot Width
100'
463'
Usable Open Space
625 sf /unit
972 sf /unit
The Final Plat is found to be consistent with the City Code, and the approved Preliminary Plat
(Resolution 8777).
