<br />A Major Subdivision is the division of land into more than one lot, or includes two acres of land or
<br />larger'. In this case, four lots will be combined into one lot, 3.2 acres in size (4.5 acres including
<br />right-of-way). The developer will dedicate right-of-way for Mounds View Blvd (existing) and for
<br />Groveland Rd (new). The additional right-of-way along Groveland Rd will provide the City an
<br />option to straighten the intersection in the future.
<br />Analysis:
<br />The developer submitted plans for the Final Plat (revised July 18, 2018) with the most current
<br />plan set, dated July 6, 2018. Plans were distributed by Staff to applicable persons and
<br />agencies. Comments were received from:

<br />The Final Plat was reviewed for compliance with the Mounds View City Code, Titles 1000
<br />(Building and Development), 1100 (Zoning), and 1200 (Land Subdivisions).
<br />The Final Plat is found to be consistent with the City Code, and the approved Preliminary Plat
<br />(Resolution 8777). The only significant change from the Preliminary Plat is that the storm water
<br />pond easement slightly increased in size. This dry pond will be maintained by the property
<br />owner.
<br />A private driveway easement will be recorded separately, in favor of the five parcels to the west
<br />along Mounds View Blvd. It is the intent that when these parcels re -develop, their access will be
<br />via a shared driveway on the "Boulevard" property. This easement is a requirement of Ramsey
<br />County and the City, in return for the county granting access onto Mounds View Blvd (vs. onto
<br />Groveland Rd). As part of this agreement, the developer will close the crossover median on
<br />Mounds View Blvd in front of 1810 Mounds View Blvd (Spring Lake Park Auto and SERVPRO).
<br />The City of Spring Lake Park, and the affected property owner objected to this closure at the
<br />time that the Preliminary Plat was approved.
<br />Park Dedication Fee:
<br />The City may require a Park Dedication consisting of up to 10% of buildable land (0.32 acres), or
<br />its equivalent value ($38,576) based on the 2018 Estimated Market Value (land). Staff
<br />recommends requiring this fee (in lieu of land), and is included in the Resolution.
<br />The Developer will construct a trail and lighting along Mounds View Blvd, from Groveland Rd to
<br />the western boundary of the property. This is in addition to the Park Dedication Fee.
