Mounds View City Council March 22, 1999 <br />Regular Meeting Page 42 <br />Bruce Brazenly, 5127 Long Lake Road, stated he appreciated the effort that Council Member <br />. Thomason had put forward in this regard, and believes this to be a reasonable compromise. He <br />stated he would prefer Chief Ramacher receive 65 percent of all his accumulated sick leave <br />hours. He explained that even during the time he was considered management and staff, he <br />continued to patrol the streets along with other officers, and therefore, should be treated as the <br />other officers are, and receive the higher compensation. He indicated however, he believed this <br />was a reasonable compromise, particularly in light of the fact that Council Member Marty has <br />spoken with Chief Ramacher, and he has indicated he is agreeable to this. He stated Council <br />Member Thomason's compromise was a very good one. <br />Council Member Stigney stated the Police Chief has never worked as a Union employee when <br />the Union contract provided 65 percent, and to apply this policy to the Police Chief retroactively <br />was not fair to the taxpayers who would have to pick up the cost. He stated in regard to sending <br />the wrong message to other cities, other cities he had mentioned are perhaps sending the wrong <br />message to their employees because the City of Mounds View is far ahead in the area of benefits. <br />He stated he was aware that he was in the minority, however, he disagreed with this proposal. <br />Mayor Coughlin stated in as much as he and Council Member Stigney disagree on this issue, he <br />would like to personally state that he appreciates the effort he has put forth in terms of calling the <br />other cities, and the like. He stated he did not wish to appear to be discounting these efforts in <br />any manner, particularly in light of the Retreat. He stated he had promised to give everyone on <br />the Council voice, and would add that Mr. Brazenly's comments were very similar to Council <br />Member Quick's leanings in this regard. He indicated that he had assured Council Member <br />Quick that he would mention the fact that his perspective was to allow 65 percent of the entire <br />2,700 hours of accrued sick leave time. He stated even though Council Member Quick did not <br />have a vote that evening, he had wanted him to have a voice as well. <br />Ayes - 3 Nays - 1 (Stigney) Motion carried. <br />Mayor Coughlin expressed his appreciation to the Council and staff for their diligent efforts in <br />this regard, adding that he was aware this was an agonizing decision for all. <br />F. Consideration of Resolutions 5325 and 5326 for Severance Package for Rick <br />Jarson <br />Assistant to the City Administrator Schmidt stated the City is in the process of potentially <br />contracting with the Blaine/Spring Lake Park Fire Department for their Building Official <br />services. She indicated that in the interest of moving forward with this matter, and in <br />consideration of the noticing requirements, once City employees are potentially laid off, staff had <br />desired to bring this severance package before the Council at this time. <br />Assistant to the City Administrator Schmidt stated before the Council were Resolutions 5325 and <br />5326, which establish a severance plan for the City of Mounds View Building Official, and also <br />abolishes the Building Official position within the City. She pointed out that this was the same <br />. severance package that was offered to the Parks and Recreation Department employees that were <br />displaced when the City contracted out with the YMCA. <br />
