Mounds View City Council March 22, 1999 <br />Regular Meeting Page 43 <br />Council Member Marty requested clarification regarding Item 13 of the severance agreement, <br />"Veterans' Preference." . <br />Assistant to the City Administrator Schmidt explained that Veterans are afforded different notice <br />requirements than non-veterans, and because the Building Official is a Veteran, the City was <br />required to provide him separate notice. <br />Council Member noted a blank space in this clause, and requested clarification regarding this. <br />Assistant to the City Administrator Schmidt stated, although she was aware that the Building <br />Official was a Veteran, she was uncertain which branch of the military he had served under, and <br />therefore, neglected to fill in this black space. <br />Mayor Coughlin stated he would move approval of both resolutions, contingent upon the <br />inclusion of the branch of the military the Building Official had served under. <br />MOTION/SECOND: Coughlin/Marty. To Approve Resolution 5325, Service Plan/Program for <br />City of Mounds View Building Official Displaced by the Outsourcing of the City Building <br />Inspection Services, and Resolution 5326, Recognition of the Abolition of the Position of <br />Building Official within the City of Mounds View Due to the Outsourcing of Building Inspection <br />Services for Budgetary Reasons. <br />Ayes - 4 Nays - 0 Motion carried. <br />City Administrator Whiting advised that the discussion pertaining to Long Distance Telephone <br />Calls had been delayed to follow Council Business. <br />Mayor Coughlin inquired if there was anything of great import that could not be dealt with <br />privately between Council Member Stigney and Council Member Marty. He advised that this <br />would be with the awareness that the Council would make this information known to people who <br />are concerned, and suggested Council Members Stigney and Marty take it upon themselves to <br />communicate this directly with Mr. Jahnke. <br />Council Member Stigney stated the matter has not come to conclusion because the information is <br />still not available. He suggested the City adopt a policy that simply indicates "No Iong distance <br />telephone calls." <br />Mayor Coughlin stated a new telephone system would be coming into the City that would <br />probably allow for tracking of specific telephone calls and the individuals making the calls. He <br />stated much of the problem would be nipped in the bud, simply because they would have the <br />ability to track the telephone calls. <br />Council Member Marty requested Mayor Coughlin explain how tracking would be <br />accomplished. <br />Mayor Coughlin explained that when he was in college, and he is assuming the technology has <br />changed somewhat since that time, everyone was issued a particular entrance code into the long <br />distance system. He stated a computer logged the entries, and provided a printout of the <br />telephone calls made by that individual, and that was their phone bill. He stated he saw this as a <br />
