Council Member Marty asked if the City had any coverage over and above that of the League of <br />Minnesota Cities. Finance Director Kessel stated that State Statutes provide immunity from the <br />need for additional coverage. Mr. Clysdale added that those losses have been recently confirmed <br />with the recent terrible tragedy at the Holidazzle Parade. <br />Mayor Coughlin thanked Mr. Clysdale for his report. <br />MOTION/SECOND: Stigney/Thomason. To Approve Insurance Coverages for 1999-2000, with <br />the Exclusion of Excess Liability Coverage Premium. <br />Ayes - 4 Nays - 0 Motion carried. <br />Mayor Coughlin stated that, at this time, they would continue consideration of Item H, <br />concerning the Intoxicating Liquor License Renewal as it pertains to Robert's Off 10. <br />H. Public Hearing 7:25: for Approval of Renewal of Intoxicating Liquor <br />Licenses -Continued <br />City Attorney Long stated that conditions could be added to the license, the typical procedure <br />being with the consent of the applicant, and explained that the applicant could bring forth some <br />general conditions that would meet with the objective of the Council. He stated that if the <br />• applicant consented, they could move forward requiring a separate adverse hearing. He stated <br />that if a motion was made in regard to the license renewal, it be subject to two stipulations. One <br />stipulation would be that the licensee shall remain in full compliance with the City's noise <br />control ordinances. The second stipulation would state that the licensee will implement <br />additional noise control measures at the licensed premises, in consultation with the City, which <br />are economically practicable. He stated that the specific conditions could be established through <br />discussion and consultation between City staff and the applicant. <br />Mayor Coughlin asked the applicant if he would be agreeable to these two stipulations. <br />Gregory Waites, Manager of Robert's Off 10, stated that he would agree to discuss the issue <br />with the City to determine a reasonable solution. He stated that his "track record" indicated he <br />had done very well by the neighbors, adding that he was open to discussion with the neighbors to <br />resolve the issues and to keep them happy. <br />Mayor Coughlin asked if he would be open to assisting staff in arranging a forum by which staff, <br />the neighbors, and he could address the issues. Mr. Waites stated that he would, as in the past. <br />He stated that Council Member Stigney was aware that they had resolved previous issues with <br />the neighbors, and that all parties were reasonable. <br />Mayor Coughlin suggested they plan for staff to work with Mr. Waites and the surrounding <br />neighbors to resolve the issues. <br />25N:\DATA\USERSUOANB\SHARE\MINUTESICC\ 1 999106-2 8-99.CC <br />
