He stated that he <br />was attempting to prevent something, which in his view, has not occurred. He stated that he had not <br />demanded anything. He stated Mayor Coughlin was referring to someone coming in and demanding <br />information immediately. He asked Finance Director Kessel if he had demanded anything. <br />Finance Director Kessel stated that Council Member Stigney's request, as he understood it, was that <br />he wanted to come down immediately and get the document. Council Member Stigney stated this <br />was correct, he would like to, if he could. He stated that Finance Director Kessel indicated it was <br />not available at that time, and he inquired when it could be available. He stated this was a relatively <br />simple request and he did not demand anything. He stated he had never demanded anything out of <br />a time frame from this staff at any time. He stated that he had made requests, and assumed in a <br />timely manner they would be accommodated. He stated his comment to Finance Director Kessel <br />indicated, if the document was not available presently, and he thought it could be available before <br />2:00 p.m., he would prefer he call so that he wouldn't come there at 2:00 to find out it was not <br />available. He stated that as far as what preceded this, in regard to the Charter Chair and Finance <br />Director Kessel, he was not aware. <br />Mayor Coughlin stated it would require a motion of the Council to extend the meeting at this point, <br />or all further discussion gets carried over to the next meeting. <br />MOTION/SECOND: Quick/Coughhn. To Extend the Meeting of the City Council. <br />Ayes - 4 Nays - 1 (Thomason) Motion carried. <br />MOTION/SECOND: Quick/Marty. To Move the Question on the Information Request Form, and <br />Close the Debate. <br />Ayes - 4 Nays - 1 (Stigney) Motion carried. <br /> <br />MOTION/SECOND: Coughlin/Quick. To Direct the City Administrator and Staff to Create an <br />Information Request Form to Be At the Front Desk At City Hall, So that Any and All Residents of <br />the City Requesting Written Information From the City, Have the Request Documented and Tracked <br />By the City, and That the City Would then Respond Within Five Working days of the Request. <br />Furthermore, All Board, Commission, and Committee Members Direct All Requests For Information <br />Through Their Liaisons, and the Council Direct Their Requests Through the City Administrator for <br />Any Information Pertaining to the Next Scheduled Meeting, and For Any Additional Information, <br />It Would Be Incumbent Upon the Board, Commission, or Committee Members to Bring The <br />Request Up to the Entire Group for Discussion To Determine If It Was the Will of that Board or <br />Group to Move Forward With That Request.
