Council Member Stigney stated his assumption is that this salary range is based once again on <br />• Stanton Survey of cities up to 25,000 population. <br />City Administrator Whiting stated this is not entirely correct. He explained that in general, that <br />is still the City's policy, however, as he has indicated in the past, there are ways of dealing with <br />this if that policy is to be changed. He stated he is presently faced with the problem of having no <br />one to assist him in making those changes, and this is one of the duties that this position would <br />perform. He stated he was open to suggestions in regard to the pay plan. He stated that if they <br />could come to some agreed upon methodology for determining a pay plan, and the size and <br />scope of City personnel he would be happy to have that done. He stated neither the Council nor <br />himself wanted to go through this every single time they consider some type of a personnel issue. <br />Council Member Stigney stated they already have a suggested list and policy in place for how to <br />accomplish this using tax capacity, however, they don't seem to be able to get the matter <br />addressed or approved. He stated he hoped that during the next Work Session they could address <br />the issue, and finally approve a method that will have some meaning. <br />MOTION/SECOND: Coughlin/Marty. Mayor Coughlin requested the City Administrator contact Ms. Reed at his earliest convenience. <br />N. Consideration of Resolution 5345, a Resolution Approving a Conditional Use <br />Permit for an Assisted Living Senior Residential Facility at 2670 County <br />Road I, requested by MSP Real Estate. <br />Planning Associate Ericson stated at the last meeting of the City Council, on August 23, in <br />conjunction with the First Reading of the rezoning ordinance, a public hearing was held for the <br />Conditional Use Permit request by MSP Real Estate, and discussion took place regarding this <br />particular use. <br />Planning Associate Ericson stated staff was directed to draft a resolution of approval, Resolution <br />5345, which is presently before the Council. He explained that the criteria for approving a <br />Conditional Use Permit for this use are met and satisfied. <br />Planning Associate Ericson stated staff has added stipulations which include that the developer <br />record the Conditional Use Permit with the County, and the applicant apply for and receive <br />approval of a Development Review for this project. He noted that the use would be allowed to <br />display facility identification signage, which would be reviewed at the Development Review <br />stage, and is not to exceed 32 square feet, and not to include any incidental or directional <br />signage. <br />Planning Associate Ericson indicated that all state laws and statutes governing such uses would <br />be adhered to, and the facility will be secured at all times to protect the health and safety of the <br />facility residents. He added that the use would be subject to parking requirements equivalent to <br />one space for every three beds, and one stall for every employee on the shift having he most <br />
