Mounds View City Council November 22, 1999 <br />Regular Meeting Page 8 <br />Director of Public Works Ulrich advised that someone should have the authority to sign change <br />orders for this project. <br />Mayor Coughlin requested City Attorney Long's opinion on this matter. <br />City Attorney Long stated it would be appropriate to authorize a City employee to sign the <br />change orders. <br />Finance Director Kessel pointed out that since TIF funds are proposed for this project, the actual <br />entity approving the item should be the Economic Development Authority. <br />Mayor Coughlin indicated the Council could continue the consideration of this matter to the <br />EDA meeting, which would be held directly following the Council Meeting. <br />City Administrator Whiting advised that in addition to consideration of this item during the EDA <br />meeting, the Council should consider EDA Item A, Consideration of an Amendment to the <br />Construction and Removal Agreement entered into between the City and property Owners of <br />8300 Fairchild Avenue, during the Council Meeting. He indicated this matter requires City <br />Council approval. He suggested the Council proceed with the remainder of Council Business, <br />and prior to adjournment of the Council Meeting, act upon this item. <br />D. First Reading of Ordinance for Long Term Financial Plan. <br />• <br />Mayor Coughlin stated this item was discussed and addressed by Finance Director Kessel at the <br />Council's previous Work Session. He inquired if the Council Members or staff had any <br />questions or comments regarding this matter. <br />City Administrator Whiting advised that the Long Term Financial Plan is adopted as an <br />ordinance in order to provide citizens the ability to petition against it, within 60 days of adoption. <br />He stated the ordinance is available for public inspection in his office. <br />MOTION/SECOND: Quick/Marty. To Waive the Reading and Approve the First Reading of <br />the Ordinance Pertaining to the City's Long Term Financial Plan. <br />Ayes - 4 Nays - 1 (Stigney) Motion carried. <br />F. First Reading of Ordinance No. 644, and Ordinance Amendment to Allow <br />Billboards by Conditional Use Permit. <br />Community Development Director Jopke stated the Council directed staff and the Planning <br />Commission to examine the issue of whether or not billboards should be allowed on the golf <br />course and nearby City property, as a means to provide some additional revenue for the City. He <br />indicated that in the review process, staff determined there were two issues, which required to be <br />addressed. He explained that portions of the golf course property are zoned both CRP and PF, <br />and the ordinance does not permit any signage in these Zoning Districts.. He added that <br />billboards specifically, are not allowed anywhere in the community. <br />
