Mounds View City Council November 22, 1999 <br />Regular Meeting Page 15 <br />related groups subject to Open Meeting Law to meet in the City Hall building, if they are <br />receiving public funds. He explained that this would exclude certain functions, such as those of <br />the School Distract, which are subject to Open Meeting Law, however, do not receive City funds. <br />City Attorney Long stated the second point pertains to meetings held within the building, which <br />would be subject to being broadcast, and subject to broadcast availability. He stated he assumed, <br />therefore, they would not be required to cancel a meeting if staff was not present, and would <br />simply indicate that staffing was not available to broadcast the meeting when it occurred. <br />City Attorney Long indicated that a question arises with the issue of attempting to require <br />meetings be held in the City facility. He explained for example, the Parks and Recreation <br />Commission does not receive City funds, per se, however, it does receive City staff support, <br />therefore, language may be required to specifically address this situation. He stated however, the <br />intent appears to pertain to City related functions, and boards and commissions, all of which <br />would be subject to the policy. <br />Mayor Coughlin added that the City Attorney could report back to the Council if anything was <br />found to be untenable in this regard. <br />Council Member Stigney stated that the Charter Commission meetings consist of a general <br />meeting, at which all members are present, however, the Commission members then split into <br />separate committees, which meet in different rooms. He stated he was uncertain how the policy <br />could be implemented as indicated in the motion. <br />Council Member Marty explained that generally, after the Charter Commission breaks into <br />separate groups, they come back together, and the different groups provide a summation of their <br />discussion. He stated in his opinion, this summation would suffice for broadcasting purposes. <br />Mayor Coughlin stated they could certainly discuss the particular situation of any individual <br />group at a later point, however, the goal to be considered is to keep the public informed <br />regarding anything that relates to them directly or indirectly, and impacts, or has the potential to <br />impact their lives. <br />Ayes - 4 Nays - 1 (Stigney) Motion carried. <br />J. Resolution Approving Fee Increases for 2000. <br />Mayor Coughlin stated this item is the continuation of a motion made at the November 15 City <br />Council Meeting, by Council Member Marty and Council Member Thomason, and the motion is <br />again on the floor. <br />MOTION/SECOND: Marty/Thomason. To Approve Resolution No. 5382, a Resolution <br />Approving Amendment to the City of Mounds View's Uniform Schedule of Fees and Charges, <br />Exhibit A Attached. <br />M Community Development Director Jopke stated staff has attempted to clarify some confusion at <br />the previous meeting concerning the provisions of the proposal relating to fee increases. He <br />stated three items have been revised on Exhibit A of the resolution. He explained that two of the <br />
