Every proposed ordinance shall be presented in <br /> 28 writing and read in full before adoption,unless the reading is dispensed with by unanimous consent of <br /> 29 the Council. No ordinance shall contain more than one subject. Such subject shall be clearly expressed <br /> 30 in its title. The enacting clause shall be "The City of Mounds View ordains".
