Every proposed ordinance shall be presented in 28 writing and read in full before adoption,unless the reading is dispensed with by unanimous consent of 29 the Council. No ordinance shall contain more than one subject. Such subject shall be clearly expressed 30 in its title. The enacting clause shall be "The City of Mounds View ordains". No ordinance,except an 31 emergency ordinance shall be adopted at the meeting at which it is introduced and at least fourteen days 32 shall elapse between its introduction and fmal adoption. Every ordinance must contain a specified 33 effective date as noted in Section 3.09 of this Charter. 34 35 36 Section 3.07. Signing. and Publication of Ordinances. Every ordinance adopted by the Council 37 shall be signed by the Mayor, and attested to, filed and preserved by the Clerk-Administrator.
