Mounds View City Council November 26, 2018 <br />Regular Meeting Page 2 <br /> <br /> <br />D. Resolution 9038, Approving a Cost of Living Adjustment, Insurance <br />Contribution, and Insurance Opt-Out Payment Amounts for 2019. <br /> <br />Mayor Mueller encouraged the Council to support this Resolution. She noted health insurance <br />premiums would increase between 5% and 7% in 2019. She commented further on how this <br />would impact the City’s levy. <br /> <br />MOTION/SECOND: Mueller/Gunn. To Waive the Reading and Adopt Resolution 9038, <br />Approving a Cost of Living Adjustment, Insurance Contribution, and Insurance Opt-Out <br />Payment Amounts for 2019. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />6. PUBLIC COMMENT <br /> <br />None. <br /> <br />7. SPECIAL ORDER OF BUSINESS <br /> <br />None. <br /> <br />8. COUNCIL BUSINESS <br />A. Resolution 9042, Implementation a Non-Union Pay Grid Effective December <br />31, 2018. <br /> <br />Finance Director Beer requested the Council adopt a Resolution implementing a non-union pay <br />grid which would be effective December 31, 2018. He explained every three years the City was <br />subject to pay equity compliance. He discussed how pay points were evaluated for open <br />positions in order for the City to remain in compliance. He described the pay adjustments that <br />were being recommended for pay equity purposes. <br /> <br />City Administrator Zikmund reported the Human Resources Committee had reviewed the non- <br />union pay grid and offered their support. He explained this was a very complicated subject and he <br />thanked staff for all of their efforts on this matter. <br /> <br />Mayor Mueller commented on the non-union pay grid and requested staff read the requirement in <br />full for the record. Finance Director Beer read the Minnesota State Law requirement in full for <br />the record. <br /> <br />Council Member Gunn asked if the effective date should be January 1, 2019. Finance Director <br />Beer reported the effective date must be December 31, 2018 according to the pay equity <br />standards. <br /> <br />MOTION/SECOND: Meehlhause/Bergeron.
