Resolution 1086-18, Recommending Approval of a Development Review for Central <br />Sandblasting located at 2299 County Road H <br /> <br />City Planner/Supervisor Sevald stated Central Sandblasting is requesting approval of a <br />Development Review for a building addition, located at 2299 County Road H. The property <br />currently consists of two buildings. The east building will be removed, and the west building will <br />be added onto, expanding from 9,450 square feet to 29,500 square feet. Central Sandblasting <br />does sandblasting and applies protective coatings onto structural metals. The business has <br />operated at this location since 1973, employs 38 persons on two shifts at this property, with plans <br />of growing to 45 employees after the building addition. This application excludes the adjacent <br />property to the east, 2297 County Road H, Metal Finishers Inc. (MFI). Both businesses are <br />owned and operated by the Herbst family. Staff reviewed the landscaping and parking plan. He <br />recommended the Planning Commission approve the Development Review for Central <br />Sandblasting. It was noted that Rice Creek Watershed District had granted conditional approval <br />for the request. <br /> <br />Commissioner Farmer questioned if the shifts were concurrent and if this would become a <br />concern for parking. City Planner/Supervisor Sevald stated it was his understanding there was <br />some overlap. Dennis Chartrand, Steel Structures and contractor for Central Sandblasting, <br />reported parking was available on the MFI site for Central Sandblasting employees. <br /> <br />Vice Chair Stevenson asked why this type of curbing was being proposed. City <br />Planner/Supervisor Sevald reported the newer portion of the building was built in 2007 and the <br />remainder was built in the 1970’s. He explained the B6-12 curbing was required in the last 20 <br />years. <br /> <br />Vice Chair Stevenson inquired if this type of curbing was common for this type of industry and <br />parking. City Planner/Supervisor Sevald stated he does not see these too often in industrial <br />developments. <br /> <br />Vice Chair Stevenson questioned why B6-12 curbs were not being installed. Mr. Chartrand <br />stated this was a matter of providing proper drainage for the site. <br /> <br />Vice Chair Stevenson indicated he supported the proposed landscaping for the site. <br /> <br />Commissioner Farmer asked how the City has determined the proposed curbing would not set a <br />precedent. City Planner/Supervisor Sevald reported the ultimate decision would be made by the <br />Planning Commission and City Council. He stated it was staff’s interpretation that only a small <br />area of curbing would had been installed, and therefore could be supported as requested, without <br />curbing. <br /> <br />Commissioner Klander questioned what the surface area would be for the portion of the building <br />that was being removed. City Planner/Supervisor Sevald explained this area would be asphalt <br />parking and gravel. <br />
