Item No: ___5A <br />Meeting Date: Nov 7, 2018 <br />Type of Business: Planning Case VR2018-001 <br /> <br /> <br />City of Mounds View Staff Report <br />To: Mounds View Planning Commission <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: PUBLIC HEARING: Resolution 1087-18, Approval of a <br />Variance to Reduce the Parking Lot Setback for Edgewood <br />Middle School <br /> <br />Introduction <br />The Mounds View School District has proposed additions onto Edgewood Middle School, <br />located at 5100 Edgewood Dr, to include an indoor swimming pool, gymnasium, classrooms, <br />and science lab. Additionally, the north parking lot is proposed to be expanded, necessitating a <br />Variance to allow a 0’ setback from the property line along Edgewood Drive. <br /> <br /> <br />Discussion <br />The current indoor pool is located in the southeast corner of the school. This pool will be <br />closed, and space re-allocated for other uses. The new indoor pool and gymnasium addition <br />will be located on the north end of the school, currently occupied by an 86 stall parking lot. The <br />building addition will displace 47 of those stalls. To compensate, the parking lot is proposed to <br />be expanded to 120 stalls, consuming most of the green space in this corner of the property. A <br />0’ setback to the property line with Edgewood Drive is proposed. If approved, the 0’ setback <br />would match that of the existing parking lot in front of the school. <br /> <br /> <br />Analysis <br />A Variance is the waiving of literal provisions of the Zoning Code in instances where their strict <br />enforcement would cause practical difficulties because of unique circumstances related to the <br />property.1 <br /> <br />Within the R-1 zoning district, a 30’ setback for parking lots is required for properties exceeding <br />2.5 acres 2 (the property is 34.5 acres). <br /> <br />If the parking lot were set back 30’ from the property line, it would reduce the proposed parking <br />lot from 120 stalls to 99 stalls. Although the City Code requires 87 stalls for the swimming pool 3, <br />it is anticipated that the pool will be used at the same time as the gymnasium, tennis courts, and <br />practice fields.
